1. INTRODUCTION
REHABILITATION COUNCIL OF INDIA is a Statutory Body under the Ministry of Social J ustice &
Empowerment, Department of Disability Affairs Government of India. The Council has
been established under the RCI Act and given the statutory powers to enforce uniform
standardization and regulation of all training policies and programmes in the field of
rehabilitation and special education all over the country. The Council is conducting an
All India Aptitude Test for admission to the following six Diploma courses in Special Education for the
academic session 2013-14:
1. Diploma in Education-Special Education (Mental Retardation)
2. Diploma in Education-Special Education (Deaf & Hard of Hearing)
3. Diploma in Education-Special Education (Visual Impairment)
4. Diploma in Education-Special Education Deaf blindness (DB)
5. Diploma in Education-Special Education Autism Spectrum Disorder(ASD)
6. Diploma in Education-Special Education Cerebral Palsy (CP)
Presently 282 institutions are conducting the above courses all over the country. However, for the

THE NEED FOR SPECIAL EDUCATORS/PROFESSIONALS IN THE FIELD OF DISABILITY
REHABILITATION AND SPECIAL EDUCATION.
The Government of India’s flagship programme Sarva Shiksha Abhiyan (SSA), which is the core of
Right to Education Act, lays special emphasis on providing education to ‘children with special needs’.
SSA has been harmonized with the RTE Act. A landmark judgment by the Hon’ble Delhi High Court
has resulted in increased demand for trained special teachers to be appointed
two in each school of NCT of Delhi. Hon’ble High Court has also directed to
grant equivalence to B.Ed. (SE) with B.Ed. (General) and D.Ed. (SE) with
D.Ed./TTC for the purpose of appointment of special teachers in all the schools
in the State as well as schools run by local bodies of Delhi. Similar demand is
expected to be created in other States and UTs with National Council for
Teacher Education (NCTE) granting approval to B.Ed. (SE) and D.Ed. (SE)
qualifications for appointment of elementary teachers in general schools. Chances of securing a job
in Govt. departments, medical and paramedical services, NGOs, in public as well as private sectors
are bright.
2. COURSES
INSTITUTIONS & COURSES - RCI lays down norms regarding various aspects of training and
education in the field of Disability Rehabilitation and Special Education. The institutions are
recognized by RCI to run training courses in the field of Disability Rehabilitation and Special
Education after thorough scrutiny and evaluation of their infrastructural facilities by RCI’s Visiting
Experts.
Candidates desirous to undergo any of the above training courses in the field of Special Education
are advised to seek admission only in the institutions recognized by RCI. Any Rehabilitation
qualification obtained after pursuing a course or training in an institution not recognized by RCI will

not be valid for employment/practice. Term end /semester examinations for Diploma level courses
are conducted by RCI through an authorized examination board. A list of courses offered, along with
approved institutions with the course fee detail and availability of hostel facility, etc is given in
Annexure-6.
3. SCHEME OF EXAMINATION
ALL INDIA APTITUDE TEST FOR ADMISSION - RCI is conducting an All India
Aptitude Test (Online and paper pencil where online exam is not possible) for
Admission to the said Six Diploma courses throughout the country. These Diploma
Courses are recognized by the Council and conducted by different institutions
throughout the country. The Aptitude Test will be held in various cities/towns in a phased manner.
(List of cities where examination will be conducted is given in Annexure -4)
WHAT IS AN ONLINE TEST? This is a paperless examination conducted with the help of
a computer connected to a network. It has very easy interfaces, which even a novice in
computer, can master within a matter of minutes. The candidate just has to enter the Roll
Number, and the questions are displayed in bi-lingual format (English or Hindi/English or
Regional Language opted). Easy navigation buttons help the candidate to navigate from one
question to another. Provisions are available to skip a question and mark a question for
review later. A candidate can easily take the test using the keyboard or mouse. Detailed instructions
for online test are given at Annexure – 5.
The entrance test will be conducted over multiple sessions in a day at the selected examination
centre. The details about the examination centres, date, time and session will be communicated to
each and every candidate through Hall Ticket to be made available through online for down
load/email.
SYLLABUS FOR THE APTITUDE TEST - The Aptitude Test will have 100 objective
type multiple choice questions which will have four options. A candidate has to select the
correct answer for every question. The test has been designed to ascertain a candidate’s awareness
on following sections/descriptions:

There is no negative marking for incorrect/wrong answer. Wherever the facility of online test is not
possible paper pencil test will be conducted. The candidates will be informed about the paper-pencil
test separately.
4. ELIGIBILITY CRITERIA
The minimum academic qualification for admission to Diploma courses is 10+2 or
its equivalent examination from a recognized by Central/State Board of

Education. Those who have appeared/ appearing in 10+2 or equivalent examination
recognized by Central/State Board of Education in 2013 may also apply for Aptitude Test
for admission to these courses. The eligibility criteria for six courses are given in Annexure-
2.
5. APPLICATION PROCEDURE
I. Application can either be made Online or submitted on prescribed Application Form given in
the prospectus.
II. Request for Prospectus and Application Forms for All India Aptitude Test can be made by
Registered / Speed Post addressed to Satvat Infosol Pvt Ltd, 23 Lattice Bridge Road, III Floor,
Pizza Corner Building, Adyar, Chennai – 600 020 and accompanied by a Bank Draft for Rs. 500/-
(Rupees Five Hundred only) for General/OBC and Rs. 300/- (Rupees Three Hundred only) for
SC/ST/PH, drawn in favour of “Member Secretary, RCI, New Delhi” , payable at New Delhi. Also
enclose a blank self addressed envelope (21 cm ×30 cm) affixed with postage stamp of Rs. 35/-.
Latest by: 22.05.2013.
III. Application Form can also be downloaded from the RCI website: www.rehabcouncil.nic.in
and/or www.rcionlineexam.com. Duly filled in Application Form along with the requisite fee of
Rs.500/- (General/OBC) and Rs.300/- (SC/ST/PH) in the form of Demand Draft should be sent to
Satvat Infosol Pvt Ltd, 23 Lattice Bridge Road, III Floor, Pizza Corner Building, Adyar, Chennai
– 600 020. Deadline for receipt of filled in Application Form is 08.06.2013 at the above
mentioned address. RCI will not be responsible for any postal delay.
IV. Online Application Form can also be submitted on website www.rcionlineexam.com the last
date for online submission is 01.06.2013. The candidates making online application must submit
Computer Generated Application Form along with requisite fee of Rs.500/- (General/OBC) and
Rs.300/- (SC/ST/PH) in the form of Demand Draft. Last date for receipt of filled in Application
Form is 08.06.2013. RCI will not be responsible for any postal delay.
V. Instructions for filling up and sending the Application Form are given in
Annexure-1. Candidates are advised to go through the instructions carefully before
filling up the Application Form. Instructions for online submission of Application Form
are available on www.rcionlineexam.com.
VI. Candidates may check the status of their Application Form at
www.rcionlineexam.com. Candidates are requested to visit
www.rcionlineexam.com regularly for the status of the examination etc.
6. EXAMINATION CENTRES
The Aptitude Test will be conducted at designated centres in selected cities.
List of Cities where examination will be conducted is given in Annexure-4.
A candidate has to indicate three cities in the Application Form in the order of
her/his preference/convenience. Every effort will be made to accommodate the
candidates according to their choice of city for examination centre opted in the
Application Form. In case, the examination centre opted by the candidate is full,
the candidate will be accommodated in the next nearest centre. The Council

reserves its discretion to allot a centre other than the city of the candidate’s choice, if necessary.
7. HALL TICKET

Hall Ticket will be sent to all eligible candidates whose duly filled in
Application Form along with all necessary enclosures are received on or
before the due date. The Hall Ticket will contain the date, time and venue
of the exam. Eligible candidates who do not receive their Hall Ticket by 17.06.2013 can contact the
Helpline +919840001274 between 09.00 am and 6.00 pm. The Hall Tickets can also be
downloaded from the website: www.rcionlineexam.com
8. EXAMINATION DATES
The All India Aptitude Test will be conducted in selected cities across the country from 22.06.2013 to
30.06.2013 (including Saturday and Sunday). In case of an unexpected increase in the number of
applications, the examination dates can be extended. Date, time & Examination Centre of the test
will be communicated to the candidate individually.
9. RESULTS AND SCORE CARD
The result of the Aptitude Test will be published on the website: www.rcionlineexam.com and /or
www.rehabcouncil.nic.in in the Second week of J uly 2013. The date of declaration of result may
get extended if the Aptitude Test window is extended beyond June 30, 2013.
Cut off mark for admission will be declared on the website of RCI www.rehabcouncil.nic.in within a
week from the date of declaration of results.
Candidates can download/print their Score Card from the website www.rcionlineexam.com after
J uly 15, 2013 free of cost.
10. ADMISSION
Eligible candidates qualifying the examination may approach any RCI approved institution for
admission directly on their own. The admission will be made by an institution purely on the basis of
the merit of the score of the All India Aptitude Test. RCI reserves all rights regarding admission to
various courses.
11. RESERVATION
The reservation of seats in these courses for different castes will be as per State and Central
Government rules. For OBC, 27% extra seats (over and above total intake for each course) are
available for centrally administered institutions only.
12. LEGAL JURISDICTION
All disputes pertaining to the conduct of Aptitude Test will fall within the jurisdiction of Delhi only.

13. GENERAL INSTRUCTIONS TO CANDIDATES

1. The candidate must submit the filled in Application Form so as to reach on or before
08.06.2013 to: Satvat Infosol Pvt Ltd, 23 Lattice Bridge Road, III Floor, Pizza Corner
Building, Adyar, Chennai – 600 020.
2. Application Form sent to RCI, New Delhi will not be entertained.

3. A self addressed post card (not required, in case of online submission of Application Form)
with postal stamp of Rs. 6/- may be sent along with the complete Application Form for
acknowledging receipt of Application Form.
4. RCI will not be responsible for any postal delay in the receipt of Application Form
5. Mere submission of the Application Form does not guarantee admission to the course.
6. Request for change or correction of any information, once given in the Application Form will
not be entertained.
7. Enclose photo copies of Mark sheets and Certificates of class X and class XII in support of
educational qualification mentioned at S. No. 11 of the Application Form. Candidate appearing
in class XII examination in 2013 will have to produce the same at the time of admission, if
he/she qualifies in the test and is otherwise eligible.
8. Entrance Examination Fee once paid will not be refunded.
9. The onus of proving that she/he has passed the 10+2 or equivalent examination at the time of
admission lies with the qualifying candidate.
10. The candidate must ensure that she/he has received the Hall Ticket / or downloaded for the
website for appearing in the Aptitude Test.
11. A candidate must report at the examination centre 30 minutes before the commencement of
examination.
12. The candidate must produce the Hall Ticket for entry in to the examination hall/room failing
which entry will not be permitted.
13. A candidate will not be allowed to carry his/her belongings except the Hall Ticket issued by
the examination board inside the examination room.
14. The Aptitude Test will start exactly at the time mentioned in the Hall Ticket.
15. Any candidate found to have changed the seat on her/his own other than the allotted, her/his
candidature will be cancelled and no plea would be accepted for it.
16. Candidates will maintain perfect silence. Any conversation or disturbance in the examination
room will be deemed as misbehavior. If a candidate is found misbehaving, her/his candidature
will be cancelled.
17. No candidate without the permission of the examination centre in-charge or invigilator will
leave her/his seat or examination room until the full duration of the Aptitude Test is over.

INSTRUCTIONS FOR FILLING UP AND SUBMISSION OF
THE APPLICATION FORM
The candidate appearing in All India Aptitude Test:

i) Read the Prospectus carefully and acquaint with all the eligibility criteria,

ii) fill up all the details required in the Application Form in her/his own handwriting in CAPITAL
LETTERS only,

iii) To have two recent passport size photographs without cap or goggles. Firmly affix (with
gum/fevicol) one photograph on the Application Form and attach/staple another photograph with the
filled in Application Form. Application Form not complying with these instructions or with unclear
photograph are liable to be rejected,

iv) Send/Submit only one Application Form for appearing in the examination for admission to any of
the six courses,

v) Send a Demand Draft for Rs.500/- General/OBC candidates and Rs.300/- SC/ST/PH drawn in
favour of Member Secretary, RCI, New Delhi payable at New Delhi,

vi) Overwriting, cutting, erasing in the Application Form and incomplete form may lead to rejection of
Application Form. Any error arising on this account will be the responsibility of the candidate.

in CAPITAL LETTERS as given in Class X certificate issued by a recognized Board. Each letter

ऑनलाइन परी¬ा का पिरचयः
कागज़ - कलम के िबना िलखी जाने वाली यह परी¬ा ने टवक म जु ड़े कPूटर की मदद से ली जाती है । यह एक ऐसी 7व¹ा है िजसे
कPूटर न जानने वाले भी िमनट| म सीख जाएँ गे . परी¬ाथl को कPूटर के Wीन पर अपना अनु 4मां क दज करना है । तु रंत 9+ प4
