Inspections
Owners required to have house
inspected before it is sold or rented

Moving to a new home is an exciting experience, but can be fraught
with speed bumps, such as the home
inspection.
People who have lived in their
homes for 20 or 30 years, and have had
no major problems, may be surprised
to find out that things have changed
since they first moved.
Smoke detectors, for instance.
The rule used to be that one had
to be installed on every floor. Now, a
smoke detector is required in every
bedroom.
John Dzafic, housing inspector for
the city of Kirkwood, said codes are always changing.
“Our goal is the safety of the resident,” Dzafic said. “The house you’re
selling will be inspected as well as
the one you’re buying, so what we’re
having you change may be what we’re
having the other seller change also.”
Codes vary little from city to city.
“Most cities use the 2009 International Property Maintenance Code
which is a minimum for pre-existing homes,” the home inspector said.
“Kirkwood has added a few of their
own amendments, as have other cities,
but we’re all pretty consistent.”
Besides smoke detectors, hand rails
are now required on all staircases.
Another required item is the ground
fault circuit interrupter (GFCI), a device that shuts off electric circuit when
it detects that current is flowing along
an unintended path, such as water or
a person.
“These are the outlets with the little

buttons on them,” Dzafic said. “We
put them around water sources and
if there’s a power surge, they shut off
and keep people from getting electrocuted.”
The city inspects every home whenever there is a change in occupancy,
and that includes rental property.
“We go in and see what changes
need to be made, but homeowners
can find out ahead of time what they
might need to do,” he said. “They can
go online to the city website (www.
kirkwoodmo.org) or come into the office and get a Residential Occupancy
Inspection pamphlet to see if they are
in compliance.”
A Home Under Scrutiny
Dzafic recently conducted an inspection on an older house demonstrating what he looks for in code requirements.
He checked the fireplace and saw
where grout had been replaced between some bricks.
“We don’t require that the homeowner have a working fireplace,” he
said. “We can’t tell the homeowner
to clean the fireplace, but if there is
something obvious like grouting coming out, we can tell them to patch it
because of a potential fire danger.”
In the bathroom, Dzafic turned on
the water in the sink and tub.
“We check to make sure the hot and
cold faucets are in the right place, and
we can check for leaks also,” he said,
opening the doors under the sink.
Next, Dzafic put a GFCI tester in
the bathroom electrical outlets.

“This tells me how the house is
wired behind the wall,” he said. “We
put it in every outlet. This is an older
home and most outlets are not grounded because they are two-pronged. If
I see a three-prong, that could be a
warning sign, since the house is wired
for two, not three. It’s like false advertising.
“Older homes don’t have to be
grounded, but all new ones are,” he
said. “Everything you buy now is
three-pronged.”
Testing the smoke detectors, Dzafic
found one that did not work.
“This is the most overlooked item,”
he said. “They start chirping, the owners remove the battery and don’t replace it.”
Checking the closets, he noted that
each light was covered with a globe.
“This is required,” he said. “Closet
lights didn’t use to be covered. People
would store things on the high shelves
close to the light, forget it was on, the
stuff got hot and caught fire.”
Going into the kitchen, Dzafic tilted
the stove away from the wall and said
that would have to be fixed.
“With a gas stove, tipping could tear
out the gas line,” he said. “Also, there
have been instances where kids lower the oven door and climb up on the
stove to get to the cookies in the top
cabinets, and the stove has fallen over
on them. We have to take into account
every possibility that could prove unsafe.”
The furnace and water heater in the
house were new. Dzafic said whoever
installed them had to have a permit,
proving they were a licensed business.
“When they’re finished, we come
out and inspect them to make sure
they were installed right,” he said.

He checked to see if there was a
main shut-off for the electrical panel,
gas furnace, washer and dryer and water heater.
From there, Dzafic moved on to door
leading to the garage.
“The door going to the garage has
to be a two-inch solid core wood door
and anything connected from the garage directly to the house has to be
dry-walled and fire-stopped,” he said.
Outside, the inspector checked for
dead branches, trash piles and the
condition of the wood fence. He looked
at the brick to make sure it was tuckpointed.
“We don’t go up on the roof,” he
said. “If we see leaks inside the house,
we know there’s a problem.”
The air conditioner which was new
was stable and set on a pad, but had
not been hooked up, leaving live wires
exposed.
“This is not right,” he said, writing
on his pad.
He noted on his report that water
was dripping from a broken seam in
the gutters, and a pile of lumber was
lying by the side of the house.
Walking around the front, the inspector made sure house numbers
were visible from the street and the
sidewalk had no uneven slabs.
Private Inspections
In addition to the city inspection,
Dzafic said buyers are encouraged to
get their own private inspection.
“Our code has to be followed, but
they might find something that could
be negotiable with the seller,” he said.
Missouri does not require carbon
monoxide detectors in home, nor does
it require radon testing, but they are
recommended.

Low Housing Inventory, Low Interest
Rates Combine For A Seller’s Market

Historic low interest rates and low housing inventory have combined to create a seller’s market for
residential real estate in the Webster Groves/Kirkwood areas.
Bob Bax, broker and co-owner with Berkshire Hathaway Alliance Real Estate, showed that, over the
last couple of years, Multiple Listing Service (MLS)
statistics for St. Louis make clear that inventory of
homes is extraordinarily low.
•  In Webster Groves, there were a 60 home listings to show in January of 2013. In the same month
of 2014, that number was 44. This January, the
number dropped to 29.
•  In Kirkwood, there were 83 active home listings
in January of 2013. In January of 2014, the number
dropped to 59. In January of this year, it was down
to 40.
•  In Sunset Hills, there were two listings in January of 2013, and none in
January of 2014 and January 2015.
• In Crestwood, 22
home listings were available in January 2013. By
January 2014, the number dropped to 12. This
January, there were only
three.
“Buyers started returning to the market in

Bax said. “The challenge
is that the number of
sellers has been decreasing at the same time. Sellers
want to move up to new homes but they’re reluctant
to put their current homes on the market now because there is nothing to buy.”
He added that interest rates are at historic lows.
With good credit scores, interest rates are around
3.75 percent conventional and 3.625 percent FHA on
30-year mortgages.
That’s why, when the housing market was depressed, many sellers decided to stay put and take
advantage of low interest rates to refinance their
homes. Some chose to invest in refurbishing and updating their current homes, Bax said.
“That’s another reason we aren’t seeing as many
sellers offering homes on the market,” he said.

Median pricing has been gradually increasing in
all markets, rising steadily as a shortage of home inventory continues.
“Everybody expected interest rates to rise over the
last year or two and they haven’t,” Bax said. “The
consumer confidence rate has been on the rise the
last 1.5 years or so. And rents have been rising, so
renters are reevaluating renting versus buying.”
Buyers are competing and are limited in the number of listings, partly because some homes on the
market are listings that buyers have declined for
pricing or condition reasons.
“Any new listing priced fairly will get a lot of attention immediately,” Bax said. “The trend seems to
be continuing, though we haven’t hit the spring market and most new listings will be coming in the next
few months.”
Another factor affecting competition for homes in
the area is the tear down market for builder developers.
“There’s a demand for infill housing again, and
buyers are competing with each other but also with
speculators who pay fair price to build something
new on these lots,” Bax said.
Sandy Hancock, president-elect of the St. Louis
Association of Realtors and broker/owner of Re/Max
Results, agreed with the low inventory assessment.
“Regarding home listings in the Webster/Kirkwood area, the number on the market has been
trending down over the last five years and from February of 2015 over February of 2014, it dropped by 30
percent,” she said. “That’s attributable to the overall
strength of the market. The number of sales is trending flat, and inventory is low.”

The number of listings on the market divided
by the number of sales in a month – effectively the
available inventory out there right now – also has
dropped in half from February of 2014 to February of
this year, she said.
“We now have just
three months of inventory, while the National
Association of Realtors
says five to six months
is a balanced market
with no advantage
to buyers or sellers,”
Hancock said. “But the
three months figure
means we definitely

I purchased my first house in 1984.
It was a two-bedroom, one-bath on
Oakland Avenue in Oakland. It had
been listed at $74,500. Five years later
it sold for about $10,000 more.
In 1989, we moved to a three-plus
bedroom early 1900s house with two
full bathrooms. It was on Oak Street in
Webster Groves near Larson Park. List
price was right about $99,000. It had an
assumable loan at the attractive interest rate of something like 8 or 9 percent.
When sold “as-is” in 2000, the house
had appreciated by over 30 percent.
In mid-2000, I purchased a five-bedroom, 2.5-bath house on Florence
Avenue near Blackburn Park in Webster
Groves. It listed for $289,000. St. Louis
County now pegs it just over $300,000
for assessment purposes, a gain of only
about 6 percent in 15 years. Several
refinancings later, the interest rate is
only 4 percent, but escrow for taxes and
insurance have just about doubled
during the 15 years. The monthly payments have continued to grow, despite
the lower interest rates.

Webster-Kirkwood Times.
Real Estate Listings in WKT
The Webster-Kirkwood Times has
been blessed with a real estate advertising section since 1982 when Realty
World Brockelmeyer began buying a
four-column ad at the end of the classified advertising section each issue.
The ads featured sketches of homes
for sale with descriptions and no prices.
The drawings were done by Carol
Hemphill Hight, a Brockelmeyer
employee and later a long-time employee of Webster-Kirkwood Times Inc.
On March 23, 1982, the Brockelmeyer
ad featured 413 Fairlawn, 421 Fairview,
513 Central and 927 Brownell.
March 1, 1985
Most of the listings lacked prices.
But there were ads from Margaret
Caradine
Wright
(formerly
Brockelmeyer), Laurene Davis Realtors,
Jerome R. Howe, Voges Realtors,
Gundaker Realtors and Ira E. Berry
Inc. Realtors. The new Goodall Manor
“luxury apartments” in Webster Groves

were advertised. Kirkwood Place condominiums were offered starting at
$67,000 and 10.5 percent financing
could be obtained by qualified buyers.
In the classified section, 583
Hollywood Place in Webster Groves,
with five bedrooms, was offered at
$132,500.
March 2, 1990
Re/Max Associates offered 706
Atalanta at $108,500. Blake & Davis
Realtors offered 157 S. Elm in Webster
Groves for $187,500. It listed 638
Simmons in Kirkwood as a “great starter home” for $76,500.
In the classifieds, a three-bedroom,
two-bath on at 39 Nolan Place in
Glendale could be purchased for
$139,900.
March 3, 1995
Karen Smith of Re/Max was offering
#5 Marshall Place, a four-bedroom,
turn-of-the-century classic in Webster
Groves for $243,000. Rich and Jan
Tague of Gundaker had a list of
Shrewsbury offerings, including a second-floor condo on Kenrick Parke Drive
for $78,000 and a three-level, three-plus
beds and baths townhouse on Whitehall
Colonial Lane for $229,000.
Coldwell Banker offered the
three-bedroom ranch at 12 Lemp Road
in Kirkwood for $199,900 and a two-bedroom at 1003 Curran in Kirkwood for
$114,500.
Prudential Voges Realtors offered a
four-bedroom two-story at 409 S. Elm in
Webster Groves for $124,900.
March 10, 2000
Try #2 Southridge in Glendale, a
Gundaker listing, for $248,900 or 1705
Pine Hill Drive in Des Peres by owner
for $299,000.
Coldwell Banker listed a custom-built
one-owner home on 1.47 acres at 2368
Barrett Station on the west side of
Kirkwood. Price: $499,900. Its most
expensive listing was a Town & Country
seven-bedroom on Thornhill Drive for
$1,575,000. The lowest priced Kirkwood
house in the same ad was 621 S.
Fillmore, a two-plus bedroom with a big
deck and recent new heat and air:
$82,500.

lowest-priced Webster-Kirkwood area
home among over a hundred listings
was 755 Edgegrove, a “large, updated
two-bedroom” in Webster Groves, at
$121,153.
Re/Max Suburban’s Pete Elsner listed a “stunning renovation” at 711 Gray
Oaks in Oakland for $399,900. Re/Max
Results’ Betty Hensley listed four-bedroom 722 St. James Drive near
Blackburn Park in Webster for
$389,900.

Webster-Kirkwood homes in Coldwell
Banker Gundaker’s ad (excluding
Frontenac and Town & Country manses) ranged from 750 N. Taylor in
Kirkwood at $895,000 to 2424
Remington Lane in Rock Hill for
$149,900. Taylor was a turn-of-century
home with four bedrooms and six bathrooms. In 2014, it was torn down and
the lot subdivided for new homes.
The former home of St. Louis Artists
Guild at 227 E. Lockwood Ave. in
Webster Groves was listed for $639,900
by Pat Coursault of Keller Williams
Realty.

Renovations Can Add To Home’s Value
Certain improvements could mean
higher resale value when house is sold
Homeowners choose renovation
projects for a variety of reasons. Although many improvements are made
to increase functionality and comfort
of a home, others are seen as worthwhile investments. These investments
can add up to a higher resale value
when the time comes to sell a home.
Certain projects have a history of
providing a greater return on homeowners’ investments than others.
The following renovation tips can add
beauty and generate great returns
when a home is put up for sale.
• Invest In The Kitchen. Kitchen
remodels are a safe bet when it comes
to putting money into improving a
home. Residents tend to spend a great
deal of time in the kitchen, but a dated, poorly functioning kitchen can detract from a home’s value, even if the
rest of the home is in good shape.
It’s possible to recoup between 60
and 120 percent of a kitchen remodel
investment, especially if the kitchen

The Environmental Protection Agency (EPA) encourages Americans to test
their homes for radon, a naturally occurring radioactive gas.
Each year about 21,000 Americans
die from lung cancer caused by exposure
to radon. Testing is the only way to know
if a home has elevated levels of radon.
The EPA recommends taking action to
reduce the radon level if it’s at or above
4 picocuries per Liter (pCi/L) of air.
Affordable do-it-yourself radon test
kits are available online, at many home
improvement and hardware stores, or
homeowners can hire a qualified radon
professional. A professionally installed
radon reduction system removes the radon from beneath a home and discharges
it harmlessly outside. A working mitigation system is also a selling point for
homes on the market.

“We are just coming out of the financial reversal our
country experienced, and it’s turning to a seller’s market
because the home inventory is so low,” Hunt said.
“The reason is that money is cheap now and many people decided to add on to their
existing home and stay there.
Also, inventory appears to be
low because a lot of agents are
not exposing property to the
open market and are selling
homes off the market,” Hunt
continued. “So, instead of entering a listing into the MLS
and having all brokers show a
property and thus driving the
price, they’re holding property off the market and selling

“That area has fantastic schools and a very high walkability index. It’s not just a place to live, it’s a lifestyle,”
said Hunt, himself a Webster Groves resident.
Hunt said current interest rates are extremely favor-

able, but are going to go up.
“The National Association of Realtors’ economist says
you can look for rates nearing five percent by the end of the
year on first mortgages and going into 2016,” Hunt said. “I
think people are going to realize they can’t just wait forever to buy.”
In the Crestwood area, though tax rates are lower than
in the Webster/ Kirkwood area, home prices are running a
little lower and “people can buy a little more house for the
money.”
Sunset Hills neighborhoods often offer bigger yards,
larger lots, and more expensive homes than in Crestwood,
Hunt said.
“But homes are selling well in all four areas, because
inventory is extremely low,” Hunt said.
The spring market could see an increase in inventory.
“People, for the last four or five years, didn’t feel they
could sell their homes and now they feel they have equity
and can sell a home and make money,” he said. “They’ll
start entering the market and, when they do, inventory
will start to ease. But, with the current shortage of homes,
it will take time for that to happen.”
In St. Louis County and St. Charles County combined,
at the peak of housing inventory, there were about 13,000
houses on the market in 2007. Now, that total is just shy
of 5,000, a 65 percent decrease in housing inventory from
2007 to now, Hunt said.

Moving Day Less Stressful

new homeowners
When prepping for the big move
into a new home, it often seems like
there aren’t enough hours in a day.
With all the packing and planning, it’s
easy to get lost in the midst of the chaos. But, there are a few surefire ways
to make the move seem less like a fulltime job.
“Moving into a new home is always an exciting experience, but one
that requires quite a bit of planning.”
said Jim Dohr, president of Coldwell
Banker Gundaker. “You can eliminate
unnecessary stresses by giving yourself enough time to get prepared and
organized.”
Here’s how:
• Leave It. Don’t clutter the new
home with old unused items. Take
only what’s needed and give away,
sell, donate or throw out the rest.
• Take Matters Into Your
Hands. Don’t totally trust movers
to deliver items in one piece. Pack a
couple boxes of fragile or special items
and take them to the new place. Make
sure to set them out of the way from
all the action.
• Plan A Few Days Ahead. Pack
an overnight bag with all the basics
that will be needed for a couple of days.
Also, have several changes of clothes

up non-perishable items ahead of
time, but save the refrigerated foods
for last; use ice packs if needed. Make
sure that perishable foods are the last
to be loaded on the truck, and the first
to be taken out so the fridge can be
stocked in the new place.
• Supplies. Prep a bag with cleaning supplies, paper towels, toilet paper and other must-haves that may be
needed immediately, and bring it over
personally.

To Stage Or Not To Stage?
Most homeowners know it is important to keep a home clean, bright
and free from clutter while it is on the
market for sale. But sometimes taking the extra step to stage a home can
make a difference in how a buyer values it and the price a seller might get
for it, according to the National Association of Realtors 2015 Profile of Home
Staging.
“Realtors know how important it is
to have a home in the best shape possible when showing it to prospective
buyers,” said NAR President Chris
Polychron. “At a minimum, homeowners should conduct a thorough cleaning, haul out clutter, make sure the
home is well-lit and fix any major aesthetic issues.
“Another option is staging a home,
which Realtors often suggest to sellers to help prospective buyers better
visualize themselves in the home and
could modestly increase the home’s

value for both the buyer and seller,”
Polychron added.
Realtors ranked the living room as
the number one room to stage, followed
by a kitchen. Rounding out the top five
rooms were the master bedroom, dining room and the bathroom.
Realtors believe that buyers most
often offer a 1 to 5 percent increase on
the value of a staged home. Additionally, 22 percent of Realtors representing sellers and 16 percent of Realtors
representing buyers said the increase
is closer to 6 to 10 percent.
“While many factors play into what
a home is worth and what buyers are
willing to pay for it, staging is an excellent tool that can be used to give a
home a little extra push for sellers,”
Polychron said. “Staging isn’t used by
every Realtor in every situation, but
the impact it may have and the value
it can bring is clear to both home buyers and sellers.”
