Seeks Assistance
The Waynesboro Heritage Founda-
tion is asking for help in funding the
carriage rides during “Christmas in
the River City” to be held December
17. During this Third Friday Event
in addition to the rides, there will be
caroling, decorated Christmas Trees
for needy families; a visit from Santa,
as well as a Christmas favor; a cookie
contest (including a sample); as well
as a chance at the $1,200 Cash Draw-
ing (buy something downtown prior
to drawing; every $10 spent allows you
one ticket for entering the drawing).
Holiday lights in the windows; town
crier; a Yule log; Christmas music; and
the avenue of trees are sure to put you
in a joyous mood. Donations are be-

n today’s market, with so
many homeowners opting
to remain in their homes
a little while longer, room
additions are more popular
than ever. Some are adding
apartments for additional
income, while others are
extending their master bed-
rooms. But if you were one of the
thousands of people who had to dig
out their cars multiple times during
last year’s record-breaking snowfall,
it would not be too far of a stretch
to assume one of the items on your
household wish list is a garage.
Pat Jensen, Broker/Manager, Bet-
ter Homes & Gardens-Real Estate III,
has lived in the Charlottesville area
since 1947 and says the popularity of
garages has increased over time.
“Historically, winters always have
been considered to be mild here, and
so the houses that were built in the
50s into the 80s and still some today,
do not always have garages,” she ex-
plained. “Depending on what part of
the country people are coming from,
buyers are astonished that so many
of the houses on the market here
have no garage. If the person is com-
ing from north of here, the thought
of not having a garage is almost
frightening.”
Jensen said buyers look at garages
from several perspectives, including
security. “If the garage is attached,
they can drive up, push a button, the
door opens, they go into their garage,
and shut the door. They feel in a co-
coon, safe and attached to the house.
The garage also preserves an automo-
bile a lot longer.”
Jensen says there is resurgence in
the interest in both attached and de-
tached garages. Many subdivisions
are including space for alleys behind
homes with detached garages set
back from the main house so hom-
eowners walk through a fenced yard
to get from one building to the next.
That design is part of the concept be-
hind Belvedere.
“Many houses in Belvedere have
a separate detached garage with an
apartment above that the county is
allowing to be used for rental as an
apartment, or used as a studio, guest
house or teenage suite,” said Jensen.
“It’s become a popular concept. It en-
ables the homeowner to buy a little
more home because if they’re going
to rent it out they’ll have that income
stream to help them offset the price
of the house.”
For people interested in purchasing
an existing home, rather than a new
home, Jensen said REALTORS®are
encouraging buyers to look at a low-
er-priced house to which they can
add a garage.
“When buyers are looking for a
house and one of their requirements
is a garage, we typically don’t limit
the houses we show them to only
those with a garage,” she explained.
“If they have a limit of $300,000,
we might look in a little lower price
range. Sometimes they can fnd a
house they really like, add a garage
and still be in their budget.”
And this is where a contractor
comes in. For homeowners interest-
ed in adding a garage to their prop-
erty, Dennis Bodenstein of KB Con-
tractors says there are a few things to
consider.
“In a development or a subdivi-
sion, the frst thing you have to do
is go to your HOA (Home Owner’s
Association) and fnd out if this is
even an option,” he said. “Once you
get that approval, you have to look at
your plat, fnd out what your bound-
aries are, and what the zoning is in
terms of how close to the boundary
you can go. A ten-foot easement is
typical; out in Crozet it is eight feet.
That will predicate what size garage
you can have.”

Bodenstein said it’s not just about
how much land you have to build on.
Your HOA, city or county also will
tell you how tall a structure you can
build, taking into account whether
that addition will block your neigh-
bor’s view.
“At that point you can decide
whether you want a one or two car
garage, and whether you’re putting
an apartment above it,” said Boden-
stein. “Some people don’t want a
separate apartment but they’d like to
have an attached garage with a two-
story entrance into another room,
like a great room. We’ve done several
garages where the homeowners want-
ed to extend their master bedroom.
Adding a higher end master bath-
room is a big use of the extra space
above garages. Teen apartments also
are one of the biggest use of these
types of additions.”
Bodenstein said that once the ho-
meowner knows the size of the ga-
rage/apartment addition, there are
zoning issues to consider, including
whether you can add a rental apart-
ment to your home.
“The term in-law apartment has
fewer ramifcations as opposed to
renting to a stranger,” said Boden-
stein. “An in-law apartment is differ-
ent in terms of single and two-family
residences. The city/county would
be involved in that process in terms
of what they would allow where you
live. A lot of people take advantage
of the system, describing these in-law
apartments in a different way than
what they actually will be using them
for. There are other issues, includ-
ing what the neighbors will accept. If
you’re renting to a single person with
one car, it’s one thing, but if they get
married and there are two cars it be-
comes a problem. Most of the houses
in area developments don’t have the
parking capacity and the driveways to
accommodate multiple cars. That’s
when neighbors start to notice and
issues come up.”
Hire an Architect?
You may assume that the only way
to have your garage fowfawlessly with
the style of your home is to have an ar-
chitect design it, but Bodenstein said
that there are less expensive options.
“An architect is an expense that
can run you anywhere from $1,000 to
$3,000 depending on the size of your
addition,” Bodenstein said. “There
are a lot of generic plans sold on the
market that can be used as drawn or
slightly modifed. Homeowners can
use these plans to get through the
permit process with the county. Any
contractor or builder worth his salt
can work with it.”
Speaking of permits, Bodenstein
advises homeowners to allow their
contractor to get the necessary per-
mits. “We’re more experienced doing
it. Homeowners can get an appoint-
ment with the county or city inspec-
tor, and then not have everything
they need with them, which can in-
volve several trips. Also homeown-
ers are given a homeowner permit.
A contractor gets a contractor per-
mit to do the work, which requires
licenses. The homeowner does not
require the licenses unless he’s doing
the work himself.”
In terms of ftting the plan to the
house, Bodenstein again points to
the HOAs as playing a big part. “The
siding has to match. The roof shingle
has to match. The paint colors have
to match. The size of your soffts, fas-
cia boards, gutters, corners, etc. all
have to match up. It has to fow with
the house for it to be acceptable with
HOAs. The county and city are less
concerned with that aspect of it.”

Creating A Budget
There are a number of hidden costs
involved in adding a garage that most
homeowners know nothing about.
For instance, did you know that an
attached garage requires a more ex-
pensive permit than a detached ga-
rage? And what about the overall cost
of building that addition?
Bodenstein estimates that a single-
car attached garage can start in the
neighborhood of around $20,000.
Once you add an apartment, the bud-
get expands greatly withthe plumbing
and electrical work, as well as the ac-
couterments that go with a kitchen.
“There is a substantial difference
in pricing for people who want to put
in plumbing for a kitchen or a bath-
room,” Bodenstein said. “It’s not like
adding a bathroom inside your house
where the plumbing is more acces-
sible and closer. If you’re on septic
or sewer, you have to know whether
your system will accept another bath-
room. The framing, siding, sheath-
ing, these things are a much less sig-
nifcant expense, but if you’re renting
the apartment, you need a separate
entrance with a staircase going up to
the apartment, which adds another
four feet on to your addition.”
While some people want a no-frills
garage —just something they can pull
their car into and keep it out of the
weather—an apartment addition re-
quires the ceiling of the garage be
insulated and covered with sheetrock
for warmth.
Your lot also plays into the cost of
the project. “The slope of your land
plays in drastically in the concrete
work,” said Bodenstein. “You can lay
a small 12 x 20 slab for few thousand
dollars, but if the ground is severely
sloped it can cost $8-9000.

Advice?
Bodenstein said homeowners
should not be shy about asking ques-
tions. He suggests inviting contrac-
tors to your home to discuss the
project. Most, like his company (kb-
[email protected]), will
give complimentary quotes.
“We go out and talk to people for
an hour or two and fgure out if it’s
feasible. Our experience gives hom-
eowners the framework to fnd out if
the addition is something fscally fea-
sible, if they have the space for it, and
if it’s going to be approved. Anyone
who works in this area can give you
the frst couple of steps.”
Bodenstein advises homeowners to
beveryclear about their intendeduseof
the addition. “Consider howthat plays
into resale value if you’re not planning
on living there the rest of your life,” he
said. “Keep in mind how somebody
else may view it. Your intended use is
key. You have to look down the road
and see howothers viewit.”
Jensen agrees, stating that ho-
meowners should understand they
might not get the full value of the
garage addition back if they put the
house on the market too soon.
“Whenyouaddtothe house, as with
the case of a garage, you do get more of
a return than say, if you added a swim-
ming pool. If you spend $20,000 on
a garage, you might get $15,000 back
depending onmany factors. Many peo-
ple are doing it with thought of resale
down the road. They’re hoping that
prices will increase and they’ll get more
when they sell.”
While Jensen does not see our win-
ters continuing at the same pace as
last year, she believes people who do
not like to deal with snow are realiz-
ing it would be a lot easier to have the
car in the garage than to shovel. “I’m
seeing garages having a comeback.
They are more popular than ever and
people are asking for them.”

the Tibetan New Year
Tibetans don’t celebrate New Year
until February 15, but the Tibetan
NewYear’s Festival, called Losar, lasts
15 full days. Through March 27, 2011
the Virginia Discovery Museum, the
children’s museum at the east end of
the mall, is host to an exhibit explor-
ing Tibetan culture and tradition.
Kids may try on Tibetan garb, visit a
nomad’s tent, learn about the many
uses for yak, try blanket weaving, and
trade goods in the market. Tickets are
$6, but free for museum members.
Holiday Houses
Saturday, December 11 and De-
cember 18 from 10:30 a.m. to 11:30
a.m., the Virginia Discovery Museum
invites kids ages 4 and up to decorate
houses with icing, marshmallows,

apital improvements
are the projects that
add value to your
home. We all want to
think that anything
we do to our home is
an improvement, but it might not
fall under the defnition of a capi-
tal improvement. There is a fne line
between what the IRS considers a
repair and a capital improvement
so you need to know the difference.
The IRS has guidelines on page 9 of
IRS Publication 523.
When you sell your home you
may face capital gains tax on the in-
crease in value in the home. When
you have a capital improvement like
a garage addition, the cost of the im-
provement can be added to your cost
basis for your home. To fgure out
how much capital gain your home
has accumulated, list how much you
paid for the home (include closing
costs, attorney fees, etc.) and add
any expense for a capital improve-
ment. This gives you the cost basis
for your home. You subtract that
amount from the sell price of your
home (minus selling costs).
The capital gain on your home
is reportable income to the IRS. The
IRS exempts the frst $250,000 for
an individual and $500,000 for a
married couple to be deducted from
the capital gain with the remainder
exposed for taxation. This means
that any amount you can add to
your cost basis can reduce your fu-
ture taxes, so be sure to hold on to
your capital improvement receipts.
Some people cannot view their
home as appreciating to the point
where they can see a half-million
dollar capital gain (married couple)
so they don’t track their capital im-
provements. While this is a view that
some homeowners take, it does not
mean there are no other tax breaks
on capital improvements that they
can take advantage of.
There are some tax breaks that
homeowners can use in a given year
that does not require them to sell
their home. These tax breaks must
meet one of three criteria: be an en-
ergy-effcient upgrade; be for medi-
cal reasons; or be interest paid on a
home equity line of credit used to
pay for a capital improvement (simi-
lar to mortgage interest deduction).
Some of these tax breaks will come
in the form of a tax deduction while
others may come as a tax credit.
A tax deduction reduces your
taxable income, which in turn, re-
duces your taxes. The value of a tax
deduction to you is equal to your re-
duction in taxes. With our tiered tax
brackets, the higher your tax rate the
more a tax deduction is worthto you.
Example: $1,000 deduction is worth
$250 to a person in the 25 percent
tax bracket but only worth $150 to a
person in the 15 percent tax bracket
(Value to taxpayer = Deduction * %
of tax bracket.) A tax credit, however,
reduces the amount of taxes owed
on a dollar-to-dollar basis. Tax cred-
its are usually limited to a specifed
amount even if the capital improve-
ment was for a larger amount.
Legislation that promotes energy
effciency makes tax deductions and
credits available as a way of offsetting
some of the cost. Examples would be
the replacement of a low-effciency
heater with a new higher-effciency
Energy Star heater; increasing the
insulation in your attic; or replacing
older single pane windows for more
energy-effcient dual pane windows.
The IRS also allows the deduction
of capital improvement for medical
reasons if documented by a doctor
as being necessary. Examples would
be a wheel chair ramp, grab bars in
the bathroom, or removing mold.
The IRS limits the medical deduc-
tion to 7.5 percent of your adjusted
gross income.

Home improvement stores are usual-
ly up to date on the latest tax breaks
for energy effciency improvements
but it’s always a good idea to verify
what they are telling you. When you
are deciding on making a capital
improvement to your home, check
to see if you qualify for tax breaks,
which will help in your budgeting
considerations.
