PROJECT MANAGER Everglades Agricultural Area Reservoir A-1 (CMAR Project), South Bay, Florida Construction cost: $450M Manage the preconstruction services and construction for one of the largest envi ronmental projects in the world. It includes a 190,000 acre-foot reservoir, 240 0 million gallons per day (MGD) engine-driven pump station, 3 gated discharge st

ructures and a 4-lane highway bridge. Oversee the constructability reviews, publ ic involvement activities, and the Guaranteed Maximum Price (GMP) development. CONSTRUCTION DIRECTOR Highlands Avenue Water Treatment Plant (CMAR Project), Augusta, Georgia Construction cost: $64M Responsible for construction management of the expansion of the water treatment plant. Original subcontractor bids were double the engineer's estimate; therefor e the scope of work required significant reduction and the project had to be rebid in a collaborative effort with the engineer of record and Owner. Worked clo sely with the Minority/Women Business Enterprise Augusta office to identify and certify local businesses to exceed the 35% required participation. CH2M HILL, INC. Vice President, Southeast Region Operations Manager 1999 to 2006 Led the southeast region of CCI and increased the gross revenue from $3M to over $65M within a 5 year period. Responsible for all regional P&L; creating and ex ecuting the annual regional business plan and operating budgets (professional de velopment, training, marketing, business development, etc); staffing including h iring, workload leveling, performance reviews, mentoring and training. Participa ted in all prime contract negotiations; oversaw estimating and bid reviews, mark eting and business development activities and proposal preparation; maintained p roject safety to comply with corporate health and safety standards; and conducte d project audits. Implemented strategic initiatives such as establishing a hard dollar estimating group within CCI, developed and authored CH2M HILL's Design-Bu ild Standard Operating Procedures, helped design the CH2M HILL Forecast and Stat us Reporting Tool and Monthly Project Status Report, and provided input into CH2 M HILL's Design-Build Design Delivery Manual. Participated as an instructor for CH2M HILL's Design-Build Project Delivery Internal Training. Maroochydore Sewage Treatment Plant, Maroochydore, Australia Construction cost: $15M, Project Alliance Agreement Participated as Executive Joint Venture Board member. West Camden Sewage Treatment Plant Stage II Amplification Project, West Camden, Australia Construction cost: $33M, Project Alliance Agreement Responsible for preparing a detailed project status report and recovery plan for this project that was in serious schedule and financial trouble. Mackay Water Reclamation Proposal, Mackay, Australia Proposed construction cost: $65M Responsible for the 15 kilometer pipeline portion of the project including pipel ine routing and layout, coordinating with local subcontractors and vendors, cons truction schedule and price development. Jelutong Sewage Treatment Plant Proposal, Penang, Malaysia Proposed construction cost: $120M Performed mechanical estimate review and developed detailed construction schedul e for the proposal. PROGRAM MANAGER/PROJECT MANAGER Canovanas Water Filtration Plant, Puerto Rico Construction cost: $3M Responsible for all phases of construction of refurbishment and commissioning of

two remote raw water pump stations and 10-MGD water filtration plant. Project w as fast-tracked to coincide with national elections and was successfully commiss ioned two weeks early. PROGRAM MANAGER/PROJECT MANAGER Rubes Creek Wastewater Treatment Plant (Design-Build Project), Woodstock, Georgi a Construction cost: $9M Responsible for all design and construction for the expansion of a 2-MGD wastewa ter treatment plant expansion using Zenon Zeeweed membranes. Because the Owner w as under consent order, the project was fast-tracked and delivered in 2 phases. Phase 1 was designed and constructed within 9 months with phase 2 completed 3 mo nths later. PROGRAM MANAGER/PROJECT MANAGER East Point Water Supply and Treatment Improvements (CMR Project), East Point, Ge orgia Construction cost: $13M Responsible for all phases of construction for the 4-MGD expansion of the water treatment plant, refurbishing and upgrading the new raw water intake pump statio n, and a new raw water pumping station. Project was completed within budget and on schedule. PROGRAM MANAGER/PROJECT MANAGER Sky Lake Water Treatment Plant Expansion (Design-Build Project), Sky Lake, Flori da Construction cost: $17M Responsible for all design and construction for a plant expansion to 24 MGD, the addition of an ozone system, a new raw water well, upgrades to the plant chemic al and electrical systems, site improvements including a storm water pump statio n, and site security upgrades. The project was completed with accelerated permit ting and procurement to quicken the construction schedule. PROJECT MANAGER Hillsborough River Water Treatment Plant Expansion (Design-Build Project), Tampa , Florida Construction cost: $52M Responsible for all design and construction for a plant expansion to 100 MGD and upgrade to an ozone system for disinfection, new high rate sedimentation system using the Actiflo process (the first and largest in Florida), intermediate pump ing, filter upgrades, wash water recovery, sludge thickening and dewatering faci lities expansion, and upgrades to the chemical systems and plant electrical syst em. This project included a $3M change order for design and installation of a st ate-of-the-art security system for the main campus and four remote sites. The pr oject won the 2003 DBIA Water Systems Quality Award and was completed $3M under budget and on schedule. PROGRAM MANAGER/PROJECT MANAGER Adams Water Treatment Plant for Calpine, Alexander City, Alabama Construction cost: $21M Responsible for all phases of design and construction of the plant to increase w ater production capacity from 16 to 24 MGD. Project also included expanding the existing raw water intake, adding two new 8-MGD vertical turbine pumps with asso ciated piping and valves, and constructing a new surge tank. Project was comple ted $2M under budget and on schedule. PROJECT MANAGER Forsyth County Water Treatment Plant (Design-Build Project), Forsyth County, Geo rgia Construction cost: $28M Responsible for the design and construction of a new 16-MGD water treatment plan t. The plant was designed with the following processes: raw water intake, conven tional coagulation, high-rate sedimentation with Superpulsators, filtration, ozo nation, chlorination, clear well storage and high service pumping. The project w as delayed by the Owner a month due to plant re-siting but was delivered 2 weeks ahead of schedule.

WHARTON SMITH INC. Project Manager, Mechanical/Piping Estimator 1994 to 1999 Responsible for various municipal water and wastewater projects in Florida and G eorgia. Specific duties included project planning, scheduling, budgeting, procur ement, staffing, site safety, quality control and subcontract management. Specific project experience follows. PROJECT MANAGER Sky Lake Ozone Pilot Plant (Design-Build Project), Sky Lake, Florida Construction cost: $1M Managed construction of a 1-MGD ozone pilot plant, including all related yard pi ping, designed to test the efficiency and dependability of three direct ozone in jection methods for potential use in future Orlando Utilities Commission (OUC) o zone designs. The project was part of the Water Project 2000 program developed b y OUC to improve water quality, renew and replace infrastructure and expand capa city to ensure a safe, reliable and adequate water supply that customers will va lue. PROJECT MANAGER Town Creek Greenfield Water Treatment Plant, Macon, Georgia Construction cost: $15M Responsible for the management of two subcontracts under the overall $85M greenf ield project for Macon Water Authority. Installed all yard piping which included approximately 90,000 linear feet of 2-inch to 72-inch diameter pipe and the mec hanical systems and piping for the intake structure. In addition to construction oversight, responsible for billings and subcontract coordination, as well as me eting the client's schedule and maintaining project safety. PROJECT MANAGER Dixie Park Odor Control Project, Dixie Park, Florida Construction cost: $1M Managed overall construction for odor control addition for a wastewater treatmen t plant. PROJECT MANAGER Reclaimed Water Project, City of New Port Richey, Florida Construction cost: $2M Managed the overall construction for addition of a reuse pump station and 1-MGD Crom storage tank. PROJECT MANAGER Northwest Regional Water Project, Hillsborough County, Florida Construction cost: $2M Managed the overall construction for addition of a reuse pump station and 1-MGD Crom storage tank. MECHANICAL ESTIMATOR/PROCUREMENT Titusville Wastewater Treatment Plant, Titusville, Florida Construction cost: $13M Responsible for estimating and procurement of the mechanical and piping systems for 8-MGD greenfield water treatment plant.
