CHAPTER 1

INTRODUCTION

The Problem and its Background
Near the Cagayan River lies the municipality named Camalaniugan.
The town was named after the "malaniug" trees which grew in abundance
during the early years. Camalaniugan was founded on June 15, 1596. The
early settlers were the Ybanags and Ilocanos, both peace-loving citizens.
They built their houses along the banks of the Cagayan River and they

wherein it is composed of 28 barangays namely: Afunan Cabayu, Agusi,
Alilinu, Baggao, Bantay, Bulala, Casili Norte, Catotoran Norte, Centro Norte
(Pob.), Centro Sur (Pob.), Cullit, Dacal-Lafugu, Dammang Norte, Dugo,
Fusina, Batalla, Jurisdiction, Luec, Minanga, Paragat, Tagum, Tuluttuging,
Ziminila, Casili Sur, Catotoran Sur, Dammang Sur (Felipe Tuzon), Sapping,
and Julian Olivas. According to the 2010 census, Camalaniugan has a
population of 23,404 people. In order to protect the municipality of
Camalaniugan from the law breakers and to avoid the disturbance of
peace and order, the Philippine National Police (PNP) of Camalaniugan is
implementing crime prevention programs and orienting the community
people about the preventive measures on crimes that may occur.

One of the main pillars of the Philippine Criminal Justice System is
law enforcement. This is the primary responsibility of the Philippine
National Police (PNP) which is national in scope and civilian in character.
The Republic Act No. 6975 entitled “An Act Establishing the Philippine
National Police under a Reorganized Department of the Interior and Local
Government, and for Other Purposes” is the law creating the PNP and later
amended by Republic Act No. 8551 entitled “Philippine National Police
Reform and Reorganization Act of 1998” and further amended by Republic
Act No. 9708 entitled ” An Act Extending for five (5) years the
Reglementary Period for Complying with the Minimum Educational
Qualification for Appointment to the Philippine National Police (PNP) and
Adjusting the Promotion System thereof, Amending for the Purpose
Pertinent Provisions of Republic Act No. 6975 and Republic Act No. 8551
and for other Purposes”.
The PNP is an organization of the government wherein they serve
and protect the lives and properties of the people of the Philippines and
also the people who visit the place. In order to achieve this goal, every
city or municipality is provided with police forces to enforce the law, battle
against crimes and criminals and maintain peace and order in the locality.
The PNP personnel are knowledgeable and well – trained in terms of their
service to serve the community better. As a public servant, to serve and
protect the community is not an easy job. They even sacrifice their lives
and even render overtime as an exigency of the service. We, as part of
the community should also be responsible enough in communicating and

cooperating with the PNP. The active and supportive PNP - community
relationship is a way of preventing the occurrence of crimes and also help
the PNP in solving crimes that occur in the locality.
The PNP in Camalaniugan ensure the public safety within their
locality and serve as the human shield against criminals. Crimes and
criminals are the number one enemy of the PNP. They serve as the thorns
of the community because they can affect the community’s social and
economic life. Crime is an act or omission that violates the law of the
nation. Crime prevention plan or campaign by the PNP is a way of
preventing the occurrence of crimes in the locality but without the
cooperation of the community people, crime prevention is impossible.
Cooperation of the community is important in this matter of work. For
crime prevention to be effective we need the cooperation of residents of
Camalaniugan and they should be responsible enough in cooperating with
PNP for their own safety.
Crimes are common problems of our society and these crimes may
be committed by the offender for varied reasons. It is part of our daily life
that crimes may occur in our community due to the people who cannot
support their daily needs and so they resort to stealing or theft. Others
may commit crimes due to peer pressure or that the offender loses his
self-control too easily. Others may commit a crime just to support their
vices or maybe due to loose-morals.

The above cited situations prompted the researcher to conduct this
research to know what are the crimes commonly committed in the
municipality of Camalaniugan, Cagayan in the year 2014 and to know the
age bracket of the offenders. The researcher would also like to know why
such crimes were committed by them. This is imperative so that our fellow
town folks will be aware and have knowledge about the preventive
measures if in case the crime occurs in their place. Crime rate analysis will
help the PNP to analyze the most common crimes committed for them to
create preventive measures in the modus operandi of an offender.

Statement of the Problem
This study aims to Assess the 2014 Crime Rate in the Municipality of
Camalaniugan, Cagayan. Specifically, it aims to answer the following
questions.

2. What are the most common crimes committed in the municipality
in the year
2014?
3. What is the age bracket of the offenders?
4. What are the causes why these crimes were committed by the
offenders?

Hypothesis
The study was guided by the foregoing hypotheses:
1. The most commonly committed crime in the municipality of
Camalaniugan in the year 2014 was theft.
2. The offenders were usually those belonging to the youth age
bracket.
3. The youth commit the crime because of peer pressure.

Scope and Delimitation
This study was limited to the assessment of the 2014 Crime Rate
in the Municipality of Camalaniugan, Cagayan. The PNP personnel in the
Camalaniugan will be taken as respondents where 50% of them will be
taken through random sampling method. Police report as recorded in the
Police Record Book will also be scrutinized as reference for crimes
committed in the year 2014.

Importance of the Study
When analyzing a crime rate the PNP can create preventive
measures to prevent the occurrence of crime. The community will be on
peace and order if the PNP will be sharing the knowledge about the
preventive measures. This study will be helpful to our PNP for them to
arrest criminals and to have a peaceful community.

Definition of Terms
The following terms are operationally defined to provide clarity in
understanding to the study.
Age- refers to the number of years of the respondents from birth up to
present.
Community- it is a group of people living in the same place or having a
particular characteristic in common.
Crime- an action or omission that constitutes an offense that may be
prosecuted by the state and is punishable by law.
Highest Educational Attainment- refers to the highest degree of
education an individual had completed.
Philippine National Police- It is an agency of the government wherein
they are the one who enforce laws and maintain peace and order to the
community.

Sex- refers to the gender of the respondents.

REVIEW OF RELATED LITERATURE AND STUDIES

Crime Rate
A measure of change in recorded crime, over a given period of time, based
upon official statistics for offences or offender rates. It enables comparison of
variations across offenses or areas, and can be produced for selected offenses
(such as theft), or as a general measure. It is a count of crimes complied to assess the
effectiveness of a crime control policy, and the impact of the policy on the risk of crime
victimization.
