Section A 

Organization and the Design Challenge

What is “Indian Society of New Era Engineers”? “Indian Society of New Era Engineers” is an organization focusing on the technical and managerial development of future engineers. It gives the opportunity to the undergraduate and diploma engineers to research and develop innovative projects. We inspire them to imagine because imagination is more important than knowledge. Knowledge is limited, imagination encircles the world. Events organized by ISNEE give students a chance to form teams and to work for a common goal with a team spirit and to demonstrate and prove both their creativity and their engineering skills in comparison to the teams from other Universities/Colleges across the country. Future of a country is highly dependent on the students, so nurturing them becomes very important. Any student can be theoretically strong but practicality is very much different from the theoretical world. Commitment unlocks the doors of imagination, allows vision, and gives us the right stuff to turn our dreams into reality.

We are making a bridge which will connect the imaginations of students to real engineering. When a team works for any project, they learn to research, develop and manage various things related to the project which prepares them to join the industry as a complete professional and having a good knowledge of engineering and management and that is what our aim is

What is QUAD-TORC? QUAD–TORC is “QUAD-The Off Road Championship ”. Quad is an all terrain vehicle (a four-wheeler bike), which was initially developed as a farm-to-town vehicle in isolated and mountainous areas. This competition is basically to design and fabricate a QUAD with some rules and regulations specified in this RULE BOOK. As it includes endurance test on an off road terrain, so it’s completely the responsibility of the team and the respective college if something happens to the vehicle or the team member(s) during the event. The vehicle and associated documentation must be researched, designed and fabricated by the team members without direct /indirect involvement of professional engineers, faculty or professionals in the off-road and racing . Proof of manufacturing location will be essentially required to be furnished by the teams’ on-site communities upon being so asked for by the officials. Vehicles, which have been professionally fabricated, may be penalized or even disqualified from the competition. The decision of the organizers committee in this regard will be final.

Section B Registration Requirement 1.

Team Requirement- The team registering for QUAD-TORC  2015 must have a Team Name, Team Logo, Team Captain and the Faculty Facilitator. Maximum three teams can register from one College and in case of multiple registrations from a single College the Team Name, Team Logo, Team Captain and the Faculty Facilitator must be different. There cannot be more than 25 members in a team under any circumstances. 1.1. Team Name and Team Logo- Every team must have unique team name and a significantly impressive team logo. 1.2. Team Structure The team distribution should be in the following structure1.2.1 Maximum Members = 25 1.2.2 Minimum Members = 10 1.2.3 Extra Members = 5 (Won’t be given any certificates but they can work for experience) 1.2.4 There should be at least 5 members from 1st and 2nd year of their respective degree. 1.2.5 Minimum 2 members especially for management/marketing from MBA/BBA/B.Tech . Note-





The extra members would be fixed (5) irrespective of the total strength of the team. For example if any team is having 15 permanent members in it then also there must be 5 extra members in the team. If, at any point of time; the captain/team manager wishes to add/change team members in/from the team, then new members will be selected from the extra members only. Two members must be reserved only for the management of the team and the project. These members will work under the direct instructions of the team captain/team manager. These two members will be responsible for the marketing, sponsorship, business plan etc (everything related to the team and project management). There is strong need to add these members in the team, because most of the teams legs behind in technical works because of the improper or lack of management in the team. 1.3. Discipline- All the team members must be from engineering/management/diploma/degree. Students passing out in year 2015 are also allowed to participate. 1.4. Driver’s Age- Every driver must be 18 years or above on Dec 15th, 2014. 1.5. Driver’s Licence- The driver of the team is required to have a valid driver’s licence and the licence may be verified at any time during the dynamic event. 1.6. Medical Insurance-  Each team must be having three drivers and they all must have a valid medical insurance which must be presented on the event site when asked by the officers. 1.7. Driver’s Physical Fitness Test and Medical Proof- All the drivers will need to present a physical fitness certification from any recognized doctor/hospital possessing a valid medical degree. Further ISNEE will be conducting fitness test on the event site which will include the physical and psychological tests. If any driver(s) comes out to be unfit physically or mentally then, they will not be allowed to drive the vehicle in any of the dynamic test.

Faculty Advisor- Every team is required to have a faculty advisor from respective college/university. Presence of Faculty Advisor in Final Round is not mandatory.

2. Team Registration- Online registration will open 24x7 on our website www.quadtorc.in from Nov 5th, 2014 to Dec 20th, 2014. An online account (team’s profile) will be provided to each team registering on the website of ISNEE. Once the team has been registered online, the payment can be done within 10 working days from the date of registration [In case of payment failure the within the due dates, online registration will be cancelled]. The proof of the payment should be uploaded in the respective accounts of the teams. 3. Bank Account- All the teams are required to have a bank account. The required certification for opening a bank account will be provided by ISNEE. The account must meet the following requirements3.1. It must be a joint current account The name of account must be same as the name of the team registered on ISNEE’s website. 3.2. 3.3. Minimum two account holders are required to operate the account Note- No prize money shall be awarded if the teams do not hold the bank account as mentioned above. 4. Team Registration Fee- Rs 23596/- (inclusive of all taxes) per team. 5. Mode of Payment- The registration money can be paid in the following ways: 5.1.1 Money transfer through bank 5.1.2 Money transfer through ATM 5.1.3 Money transfer through Online Banking 5.1.4 DD in favour of Indian Society of New Era Engineers payable at Punjab National Bank- Basta Note: 

No other than above mentioned payment modes will be accepted The account details will be made available in team’s account on www.quadtorc.in. Registration confirmation mail will also contain the same details.

Official Announcements All the official announcements and the information regarding the competition will be displayed on the website of Quad Torc which is www.quadtorc.in. After completion of registration, important information will be sent through the emails to the respective teams. The rules will be same throughout the event however; amendments (if any) will immediately be made known to all the participating teams.

Section C Judgment Categories Judgment Categories- This competition is a direct entry event i.e., there will not be any selection round. All the registered teams will be allowed to manufacture the vehicle and take part in the final round. But the points will be awarded in two stages; first one is the Preliminary Design Documents Submission  and the second is Final Round  . Preliminary Design Documents Submission- Submission of all the documents mentioned in the table below is essentially required to avoid the disqualification of the teams from the event. Instructions for Design Documents Submission-  All the documents like Design Report, Innovation Report, Cost Report, Business Plan, FMEA, DVP and Gantt Chart are necessary to be presented in one document only. The standard format for the report will be provided in team’s accounts on www.quadtorc.in.

Design Validation will occur in Final Event, without passing it; no team will be allowed to participate in any of the dynamic round. Design Validation will occur in a sequence: 







Drop Test: In this test vehicle will be dropped from 6ft height without driver and its reliability will be checked. Since the track will be very tough to drive, the safety measures are taken very seriously. If any damage happens with the vehicle during Drop Test, teams will be given chance to repair it. In total teams will get 2 chances to clear this test. Safety Inspection: In this inspection the vehicle and driver safety will be checked by the judges. Technical Inspection: The vehicle technical specification will be verified with the help of technical specification sheet provided by the teams to judges. Vehicle Identification: In this lane vehicle identification will be checked with reference to the Rules given in Rule book.



Tilt Test: In this test vehicle will be tilted at different angles to check any fluid leakage from it.



Brake test: Teams have to do panic braking to insure that quad’s quad’s entire wheel is locking properly.



Figure of 8; in this test minimum turning radius of the vehicle will be tested.

NOTE- The above written tests and inspection does not carry any marks or points.

Section- E Event Requirements 1.

Driver’s Requirements1.1. Age- Every team must have three drivers and each of them must at least 18 years old having a valid driver’s licence. 1.2. Driver Fitness Check: - All the Drivers have to go physical fitness test conducted by ISNEE. 1.3. Driver’s Licence- Each driver must have a valid Driver’s Licence issued by the Government of India (Lerner’s licence not allowed). Drivers must provide a licence copy when insisted by Technical Committee. 1.4. Medical Insurance- Each team must be having three drivers and they must have a valid medical insurance which must be presented on the event site when asked by the officers. 1.5. Drivers Safety Gear- The following are the minimum requirements and restrictions that will be enforced through technical inspection, at any stage of competition. Noncompliance if any observed by the inspection/organizing/judging committee members must be corrected and no vehicles without passing the technical inspection would be allowed to participate further in the event. All the parts of Driver’s Safety Gear must meet the required rating (specified). No driver would be allowed to drive the vehicle without the complete driver’s safety gear in any of the dynamic event. The complete driver’s gear of QUAD-TORC will consist of the following items: 1.5.1.Driver’s Suit- A fire resistant one piece suit, made from a minimum of 1 layer that covers the body from the neck down to the ankles and the wrists. The suit must be certified to one of the following standards and be labelled as such: 1.5.1.1. 1.5.1.2.

SFI 3-2A/1 (or higher) FIA Standard 1986

Underclothing- All the drivers must wear fire resistant underclothing under their approved driving suit. This fire resistant underclothing should be made from acceptable fire resistant material and should cover the driver’s body completely from neck down to ankles and wrists. 1.5.3. Helmet- A well-fitting open face off road helmet that meets one of the following certifications and is labelled as such - Snell Dot, K2000, K2005, K2010, M2000, M2005, M2010, SA2000, SA2005, SA2010 - SFI 31.2A, SFI 31.1/2005 - FIA 8860-2004, FIA 8860-2010 - Or any other equivalent to above mentioned helmets; but the required certification to validate the helmet must be presented in such a case. 1.5.2.

All the drivers have to wear off road goggles inside it. All helmets to be used in the competition must be presented during Technical Inspection where approved helmets will be stickered. The organizer reserves the right to impound all non-approved helmets until the end of the competition. Indian Society of New Era Engineers

1.5.4. Balaclava- A balaclava which covers the driver’s head, hair and neck, made from acceptable fire resistant material as or a full helmet skirt of acceptable fire resistant material. The balaclava requirement applies to drivers of either gender, with any hair length. 1.5.5. Neck Support- The neck support must be a full circle (360°) and SFI rated. Horseshoe collars are not allowed. Simpson, RCI, GForce, Deist or Leaf Racing Products supply neck collars that meet this requirement. Neck support must bear the appropriate dated labels, and on Jan 1 st, 2015 of the competition year be no more than three years old.

[Figure 2] NOTE: Neck support should properly cover the neck of the drivers. 1.5.6. Knee Pads and Elbow Pads- Proper knee and elbow pads must be used. 1.5.7. Gloves- Leather gloves with extra foam are acceptable. Teams can use the good quality of bike gloves. 1.5.8. Shoes- Fire resistant shoes made from acceptable fire resistant material shoes must be certified to the standard and labelled as such: 1.5.8.1. SFI 3.3 1.5.8.2. FIA 8856-2000 Note: Sport shoes/Canvas shoes/Leather shoes/Industrial safety shoes are not allowed at any point of the event. 1.5.9. Shocks-  Fire resistant socks made from acceptable fire resistant material, which covers the bare skin between the driver’s suit and the boots or shoes. Indian Society of New Era Engineers

Note 1. NO exchange of safety gear is allowed any time during the Final Round. 2. Teams need to present certificates/bills of the complete safety gear. 2. Vehicle Requirements-

The vehicle must have four (4) wheels that cannot be in a straight line in longitudinal direction. The vehicle must have a wheelbase of at least 1066.8 mm (42 inches) and the smaller track width must be at least 80% of the wheelbase. The wheelbase is measured from the centre of contact on ground of the front to rear tires with the wheels pointed straight ahead. For the design of the vehicle please refer to the following image (figure 1). This image must be treated as the reference only; the designers have to design or create their own design well within the limits of the rulebook.

[Figure 3] 2.1. Maximum Vehicle Dimensions- Maximum Width: 1524 mm (60 inches) at its widest point and Maximum Length: 1778mm (70 inches) end to end. Note: Vehicles exceeding this dimension will not be allowed to run in any event. 2.2. Vehicle’s top speed must not exceed 60 kmph under any circumstances. 2.3. Ground Clearance- With the driver aboard there must be a minimum of 177.8 mm (7 inches) of static ground clearance measured at any of the lowest point (except tyres), under the complete vehicle. No compensation (like

chain sprocket, brake disc in ground clearance would be entertained. Ground clearance would be measured in similar lines to that of IS 9435. 2.4. Steering System- The steering system must be capable of controlling at least two (2) wheels simultaneously. The steering actuating mechanism must not be round or H- shaped and the steering system must have positive steering stops that prevent the steering linkages from locking up either in right or left turning (the inversion of a four-bar linkage at one of the pivots). The steering actuating mechanism must be mechanically connected to the front wheels. There should be at least 3” clearance of steering handle from any part of Quad when steered at extreme l imits in both the direction. 2.5. Braking System- The vehicle must be equipped with a braking system that acts on all the four wheels. It must have two independent hydraulic circuits such that in the case of a leakage or failure at any point in one of the hydraulic circuits, in the system, sufficiently effective braking power is maintained on at least two wheels. Each hydraulic circuit must have its own fluid reserve, either by the use of separate reservoirs or by the use of a dammed, OEMstyle reservoir. The brake system must be capable of locking all four (4) wheels during the brake test (minimum speed must not be less than 35 kmph in the brake test) .  Electronic Braking/brake by wire systems are strictly prohibited. The braking systems must be protected with proper metallic shields to prevent its damage by the failed/loosened components from failure of the drive train or any other vehicular or from minor collisions. In case of any wheel via disc brake mechanism bleeding ports for disc calliper should be upside to that of piston mechanism of calliper.

2.6. Front Hitch Point- A tubular (single continuous piece) front bumper strong enough to lift the weight of the car with no permanent deformation and having a maximum outside diameter of 25.4 mm (1 in) to which a clevis can be centrally attached. Refer to the following figure:

2.7. Engine- Teams can choose any engine as per their design requirement but following rules must be kept in mind while selecting the engine2.7.1.

The engine must be four stroke gasoline engine (water/air cooled)

2.7.2.

Capacity of the engine must not exceed 250 cc in any condition

2.7.3.

Use of any power boosting devices/hybrid systems are strictly prohibited

2.7.4.

Rated RPM must not be tampered, if found; vehicle will be impounded.

Maximum speed of the vehicle must not exceed 60kmph

2.8. Fuel Tank- The fuel tank must be placed on the top of the engine with a sufficient and proper shielding which can cover it and can protect it from the heat produced from the engine. The capacity of the fuel tank can be kept up to 15 litres. Please refer to Figure 1 for the engine placement and mounting. The fuel tank must be properly covered so that it doesn’t receive heat from the engine. Every fuel tank must have proper ventilation system so that fuel can be washed out from the tank in fuel economy test and also there must be a FUEL LEVEL INDICATOR in the vehicle to display the volume of fuel inside the tank. Care must be taken for the path of the fuel lines. There should be a tray / fuel collecting mechanism of higher dimensions to that of fuel tank below the tank. A vent through this collecting mechanism should be routed to ground via structural non moving members. 2.9. Driver Seat- The driver’s seat must be soft enough so as to absorb all the jerks and shocks produced in the dynamic events. The seat mounting must be rigid enough to withstand the dynamic conditions while the driver is driving the vehicle on the track. Driver seat should be removed during drop test. 2.10. Drop Test Toe Point- There should be Toe Point arrangement under the seat of driver according to Figure given below.

2.11. Suspension- The vehicle must be equipped with a proper functioning suspension system with shock absorbers in the front and in the rear as well. The designers are free to choose the mounting of the suspension system but the mounting must be rigid enough to withstand the track conditions. Suspension should be able to provide at least 1 inch of bounce and re-bounce. 2.12. Bumper- The vehicle must be equipped with the proper bumper in front to protect the vehicle’s front from any collision which may occur on the track. The bumper must be made up of continues and seamless tubes having minimum OD 24.5mm and minimum thickness 2mm.

[Figure 6] NOTE: - Bumper should also protect the wheels in case of impact and should be protected with Foam pipe insulator as shown above. 2.13. Impact Attenuator/Energy Absorber- Each vehicle must be equipped with the suitable energy absorber/impact attenuator in front of the vehicle which will absorb small impacts or fail before the failure of the chassis in case of collision. Calculation must be made for the installation of the impact attenuator, the Technical Inspector may ask of the calculations of the same in technical inspection. Note- Calculations supporting the selection/design of impact attenuator must be presented in the technical inspection. 2.14. Electric Harness: - All the electrical harness should be insulated and installed properly. There should be no loose fitting. 2.15. Front Bodywork- The bodywork of the front part must be designed such that the vehicle number and the ISNEE logo may be displayed clearly.

[Figure 7] 2.16. Brake Light- The vehicle must be installed with a brake light red in colour which is clearly visible from the rear. If an LED brake light is used, it must be clearly visible in very bright sunlight. This light must be mounted between the wheel centreline. Note: - Brake light should be functional by both hand leaver and foot paddle. 2.17. Rear View Mirror- Every vehicle must be equipped with the rear view mirror in both the sides of the driver. The mirrors should be installed properly; no vehicle will pass the technical inspection without the rear view mirror. 2.18. Reverse Light and Alarm- It is mandatory that each vehicle (introducing reverse gear) must be equipped with a reverse light (White colour, visible at a minimum distance of 10 meters from vehicle). Reverse alarm is mandatory to install for safety reason which shall operate when the reverse gear is engaged. 2.19. Horn and Indicators- Strictly Prohibited.

2.20. Engine Shielding- There should be perfect shielding of suitable material between driver leg and engine parts. Teams are free to make ventilation for engine cooling keeping in mind the above rule. 2.21. Exhaust System- The exhaust system should be so chosen such that it reduces down the emission of harmful gases from the exhaust. Use of suitable catalytic converter and the mufflers is recommended. The exhaust system must be properly shielded preventing the delicate parts which may get affected if exposed to the heat. The exhaust must be mounted properly to avoid the physical contacts of the viewers or the technical inspectors. Shielding to exhaust pipe with cotton rope, jute rope is strictly prohibited. Team can use metallic porous sheet to cover the exhaust pipes. Exhaust System should be installed in such a way that it always at least make 6” clearance with any of driver Body part. Exhaust Gases should be redirected towards ground. 2.22. Kill Switch- The vehicle must be equipped with at least two kill switches. These kill switches must be able to cut off all the electrical connections including ignition system and must be rigidly mounted near the steering handle where the driver can easily control it. Second kill switch should be placed in left side of the vehicle such that in emergency the bystander can operate it easily. Refer to figure 6 and figure 7 for the location/installation and type of kill switches to be used. Push to off kill switch can be used.

. [Figure 8] 2.23. Brake Over travel Switch- All the vehicles must have a properly mounted brake over travel switch. This switch should not be operable in normal braking conditions, it must act in case of brake failure or the over travel of the brake paddle in case of brake failure. When the Paddle failure occurs this switch should be functional in killing of the engine ignition. 2.24. Throttle- Only thumb throttle is allowed with positive throttle stop. QUAD’s throttle should give full return. 2.25. Wheels and Tyres- Teams are free to use any of the tyres compatible to their setup meeting the necessary requirements of the rules and regulations. 2.26. Gear Shifter- Teams can use the shifter mechanism operable by the hand or foot as per their convenience. 2.27. Electric Start- The vehicle must be electric start either by a push button or by key. The vehicles not having the electric start system will be not be passed in the technical inspection. 2.28. Mud Guards- The vehicle must be equipped with the mud guard made up of suitable material at least on the front wheels of the vehicle. Mudguard should be mounted rigidly. 2.29. Lock Nuts- Locking nuts are mandatory to be used everywhere in the vehicle. Failure to fulfil this, no team will get “T.I. OK” for the vehicle. 2.30. Fire Extinguisher- Each team must have at least two (2) nos of 02 kg ABC type fire extinguishers. One to be placed with vehicle and another with crew member at all dynamic events.

2.31. Toe Point- There should be one toe point in front of the vehicle. The toe point should be manufactured with Mild Steel sheet of minimum 3mm thickness. 2.32. Foot Step- Vehicle should meet the below shown dimension for foot step on both the side of QUAD. (Dimension is in Inches)

Section F Vehicle Identification

Each team will be given a vehicle number, and the vehicle will be known by this number in the whole event. Teams are required to have an impressive team logo along with the college logo which are to be placed on the vehicle’s body. Teams are advised not to place any logos on the front of the vehicle because the vehicle number will be placed on the front of the vehicle.

[Figure 10] Vehicle Number- Vehicle number should be visible from every side. It will be provided by ISNEE in their respective teams account. The Width of the letters should be at least 1 in and it should be enclosed in a circle of Dia 6 in. Teams are required to leave space for it.

Section G Document Submission and Final Round (FR) Document Submission- The documents to be submitted carry 100 points, which must contain all the research and development of the vehicle. Teams are advised to follow the s pecified format.

Complete Engineering Design of the Vehicle- Different views of completely assembled design of the vehicle must be presented in this report. It must be a .pdf file. Business Plan- Please see Rule No. 2.1.2 given below.

Design Report- The design report must contain all the necessary details related to the vehicle like analysis, calculations, etc. This report must not exceed 12 pages (including acknowledgement, abstract, references) and it is recommended to provide at least three different views of vehicle drawing with proper dimensions. IEEE format must be followed in the design report.

1.4.

Cost Report- The format of Annexure-1 must be followed for the cost report. Teams are free to manufacture the vehicle without any budget restrictions.

1.5.

FMEA- Failure modes and effects analysis (FMEA) is a step-by-step approach for identifying all possible failures in a design, a manufacturing or assembly process, or a product or service. “Failure modes” means the ways, or modes, in which something might fail. Failures are any errors or defects, especially ones that affect the customer, and can be potential or actual. “Effects analysis” refers to studying the consequences of those failures. Annexure-2 must be followed as the format of FMEA.

Design Validation Plan- The design validation plan is the assurance that a product, service, or system meets the needs of the customer and other identified stakeholders. It often involves acceptance and suitability with external customers. All the virtual and real time tests and analysis are to be included in the design validation plan. Teams are advised to follow the Annexure-3 for the format of DVP.

Gantt Chart- Gantt Charts illustrate the start and finish dates of the terminal elements and summary elements of a project. Terminal elements and summary elements comprise the work breakdown structure of the

project. This chart is basically the management of the project and distribution of different tasks in the team members with completion deadlines. Annexure-4 must be followed as the format.

Final Round- Final Round consists of three stages; Static Test, Dynamic Test and the  Endurance Test. Participating teams are suggested to take hard copy of all the documents and reports at the time of these tests, anything can be asked by the judges to show and failure to present may lead into the disqualification from the respective test.

2.1.1. Design Report VS Vehicle Analysis- The vehicle will be verified with the final design report. Deviating up to 10% from the final design report is acceptable but on further deviations teams will be penalized accordingly. 2.1.2. Business Plan- This is a presentation round in which teams will need to present their business strategies considering their team as a manufacturer company of the vehicle. A report must be prepared containing following:

Note: The cost report will be verified the actual cost of the components and systems used in the vehicle at the time of Dynamic Event. The cost of the components/systems mentioned in the cost report must not vary with that of used in the vehicle. Teams will need to present various bills of material used in the vehicle. 2.1.3. Manufacturing Level- Good engineering practice will reflect a great manufacturing level. The vehicle will be examined by the judges at the time of Dynamic Event, so the participating teams are advised to manufacture the vehicle with pre-planned strategies so that the vehicle would be able to compete in several tasks and tests. 2.1.4. DISCUSSION (QUESTIONNAIRE) - In the static test event while examining the vehicle, judges may throw questions on any of the team members. The team members are advised to be prepared with the vehicle. Every team member is required to have a hard copy of the vehicle documents.

2.1.5. DisAsm- This event consists of the dismantling and assembling the different parts of the vehicle. Maximum six (6) members can engage in this activity and maximum time limit for the completion of this event is sixty (60) minutes. Indian Society of New Era Engineers

Parts to be dismantled and assembled from the vehicle: 2.1.5.1. Body works- All the body parts/panels must be detached from the vehicle. 2.1.5.2. Tire and Wheel Assembly- All 4 tires, Knuckle Assembly, Calliper and Disc. 2.1.5.3. Engine (not internal parts) - Only the engine is required to be removed out of the vehicle, not its internal parts. 2.1.5.4. Fuel Tank- Should be completely removed from frame. 2.1.5.5. Steering- Steering wheel and all the links must be dismantled, except steering column from bearing. 2.1.5.6. Suspension and A-arms- A arms, Trailing arm, Shock absorber should be separated from each other as well as from frame. 2.1.5.7. Fuel tank- Removal of fuel tank is necessary in this event 2.1.5.8. Braking System- Calliper and Disc. 2.1.5.9. Steering System- Steering handle, Tie rod , Rack and Pinion( If used ) 2.1.5.10. Rear Axle- Completely removed from frame and also trailing arm. 2.1.5.11. Exhaust system- Exhaust system must be taken out of the vehicle. DisAsm Scoring Formula: DisAsm Score = 50x [(Tlongest–Tyours)/ (Tlongest–Tshortest)] Where: “Tshortest” is the fastest time by any team

“Tlongest” is either (a) the slowest time by any team or (b) 2x the fastest time whichever is the shorter interval. “Tyours” is your team’s best time 2.1.6. Innovation- The innovation done in the vehicle in PFR will be discussed with the team and its working will be examined by the technical inspectors in the respective paddock of the teams. 2.1.7. Innovation theme (Quad Torc 2015)- This year theme will be on “SAFETY”. Teams have to work and develop ideas about the safety problems in Quad Bike. Only the innovation related to safety will be evaluated. 2.2.

Dynamic and Endurance Events-

2.2.1. Brake Test- Brake test is not carrying any points but each vehicle has to qualify the brake test to participate in any of the dynamic events. All the wheels must be locked simultaneously and the vehicle must stop in a straight line. The vehicle’s speed must not be less than 35 kmph while attempting this test. Teams will be given five attempts to qualify the brake test. 2.2.2. Acceleration TestAcceleration determines the time it takes the vehicle to accelerate along 100 ft (30.48 m). Procedure - Each team may make two (2) attempts but with different drivers. Scoring will be based on the better of the two attempts. Timing may be done using either electronic systems or stop watches. The acceleration test will be Indian Society of New Era Engineers

evaluated while attempting the brake test. The acceleration test score will be calculated for the attempt in which the vehicle has qualified the brake test. Penalties



Cones Down or Out- A two (2) second penalty will be added for each cone down or out (including entry and exit gate cones) that occurred on that particular run to give the corrected elapsed time. DNF- Vehicles that have not run by the end of the event (determined by the organizer) will receive a Did Not Finish (DNF). Scoring Formula-

Acceleration score = 50x [(Tlongest–Tyours)/ (Tlongest–Tshortest)]

2.2.3. Maneuvrability- It’s an event to judge the ease of maneuver of the vehicle. The track layout can be modified as per the nature of the track on event site. Scoring Formula-

Maneuvrability = 70x [(Tlongest–Tyours)/ (Tlongest–Tshortest)] 2.2.4. Kill the Hill- In this event the vehicle will climb/run on the road having slope of 45 o and will travel down the hill with obstacles to check the weight transfer and stability.

Scoring Formula

Kill the Hill Score = 80x [(Tlongest–Tyours)/ (Tlongest–Tshortest)

2.2.5. Suspension Test – In this event vehicle will have to undergo tough terrain and obstacles. Objective- Suspension test is introduced to check reliability of suspension component and its effect on different subsystems. Procedure; The Track will be specially designed to put Quad in very tough terrains which will consist of Mud, pebbles, etc.

Scoring Formula = 80x [(Tlongest–Tyours)/ (Tlongest–Tshortest) 2.2.6. Mud Walker (Challenge of the Year) – The following are general guidelines for conducting Mud Walker test. The organizers reserve the right to establish procedures specific to conduct of the event at event site. Procedure – The entire quad has to complete this event in limited amount of time. Organizers reserve the right to take any decision about the conduction of Mud walker. Attempts- There will be only 2 attempts for this particular test. Scoring Formula

Mud Walker = 80x [(Tlongest–Tyours)/ (Tlongest–Tshortest)]

2.2.7. Endurance and Fuel Economy - The following are general guidelines for conducting the endurance and fuel economy event. The organizers reserve the right to establish procedures specific to the conduct of the event at the site. 

Endurance round will be of 4 hours. Teams can change their driver 4 times during endurance. NOTE- Fuel economy marks will only be given to those teams who complete the overall endurance. Endurance Objective (200 points) - The Endurance Event is designed to evaluate the overall performance of the vehicle and to test the vehicle’s reliability. Fuel Economy test (100 points) - The fuel economy test is based on the average litres per kilometre fuel economy obtained during the endurance heat.

NOTE- The vehicle’s fuel economy will be measured in conjunction with the endurance event. The fuel economy under racing conditions is important in most forms of racing and also shows how well the vehicle has been tuned for the competition. This is a compromise event because the fuel economy score and endurance score will be calculated from the same heat. No refuelling will be allowed during an endurance heat.

Course speeds can be estimated by the following course specifications. Average speed should be 45 km/hr to 55 km/hr with top speeds of approximately 60 km/hr. Procedure- The vehicles will run continuously for 4 hours on the track. Maximum points will be awarded to the vehicle making maximum number of laps in the given time. Endurance Fuel Fill- Before entering the event each vehicle’s fuel tank must be filled to the fuel level line at the fuelling station. During fuelling, once filled to the scribe line, no shaking or tilting of the tank or fuel system (incl. entire vehicle) is allowed. Vehicle Starting/Restarting- The vehicle must be capable of starting / restarting without external assistance at all times once the vehicle has begun the heat. If a vehicle stalls out on the track, it will be allowed approximately one (1) minute to restart. If a vehicle has a restart problem at the end of Driver Change, it will be allowed a further two Indian Society of New Era Engineers

(2) minutes to restart the engine. If restarts are not accomplished within the above times, the car will be deemed disabled and scored DNF for the heat. Driver Changing Procedure- Elapsed time will begin when Driver A enters the course and crosses the timing line. Driver A will drive for one (1) hour, and pull into driver change area where this change will take place. Vehicle Breakdown and Stalls- If a vehicle breaks down it will be removed from the course and will not be allowed to re-enter the course. If a vehicle stalls, or ingests a cone, etc., it w ill be allowed to restart and re-enter the course where it went off, but no work may be performed on the vehicle. If a car stalls and cannot be restarted without external assistance, the track workers will push the car clear of the track. At the discretion of event officials, two (2) team members may retrieve the car under direction of the track workers. Endurance Minimum Speed Requirement- If a car is unable to maintain lap times within 133% of the fastest lap time for the course, and then it must exit immediately. Disqualification for failure to maintain t he minimum speed will be made at the discretion of the Director of Operations. Endurance Lap Timing- Each lap of the endurance event will be individually timed either by electronic means, or by hand. The time for an individual heat will be determined by subtracting the extra long lap for the driver change from the total time and adding any penalty points. Penalties

Off Course- For an OC, the driver must re-enter the track at or prior to the missed gate or a twenty 2points penalty will be assessed. Penalties for Moving Violations-



Failure to obey a flag: 6 points



Over Driving (After a closed black flag): 6 points



Vehicle to Vehicle contact: DISQUALIFIED



Out of Order- Running out of order – 12 points penalty





Mechanical Problem- No additional penalty other than the time lost to ensure that the car is safe to continue. Reckless or Aggressive Driving- Any reckless or aggressive driving behaviour (such as forcing another car off the track, refusal to allow passing, or close driving that would cause the likelihood of car contact) will result in a black flag for that driver. When a driver receives a black flag signal, he must proceed to the penalty box to listen to a reprimand for his driving behaviour. The amount of time spent in the penalty box will vary from 6 to 18 points depending upon the severity of the offense.

Inexperienced Driver- The Event In charge may disqualify a driver if the driver is too slow, too aggressive, or driving in a manner that, in the sole opinion of the event, officials, demonstrates an inability to properly control their car resulting in a DNF. Poor Fuel Economy- Mileage exceeding 1 litres/25 km NOTE- The score for the Endurance Event is the sum of the Endurance Time Score and the Endurance Finish Score. The Endurance Time Score is based on the team's time for event, including penalties, compared to the fastest team. A vehicle will also receive an Endurance Finish Score of twenty five (25) points if the team's time for the event, including penalties, is less than or equal to the maximum allotted time. The total Endurance Score is calculated using the formula below. Endurance Score Formula-

Endurance score = 200x [(Tlongest–Tyours)/ (Tlongest–Tshortest)] NOTE- Tlongest will be 1.333 times the Tshortest Fuel Economy- The fuel economy score is based on the average litres per kilometre fuel economy obtained during the endurance heat. Fuel Economy Score Formula-

If Vyour is less than Vmax then the following equation will be used to determine the fuel economy score: Fuel Economy Score = 100 X [(V max–Vyours)/ (Vmax–Vmin)] NOTE- Vmax is equal to 5 litres and will be adjusted to represent 1 litres/30 km if the course is shortened or lengthened. In case, if Vyour is greater than Vmax then 0 points will be given to the performing vehicle.

Section H General Rules and Regulations Rules Authority

There are several rules and restrictions which are to be followed by each and every team. Indian Society of New Era Engineers is having right to impound each and every rule associated with the event the event. Violation by anyone of the participating member may be liable to be penalized severely, inclusive of and up to debarring of the team from the competition at any stage or withdrawal of award/awards, as well.

Validity of the Rules:

The rules will be same throughout the event and any amendments will immediately be made known to all the participating teams through emails and the same will be uploaded on the website www.isnee.in. Rule Compliance:

By registering for this event the team, members of the team as individuals, faculty advisors and other personnel of the college and university agree to comply with, and be bound by, these rules and all rule interpretations or procedures issued or announced by ISNEE. All team members, faculty advisors and other university representatives are required to cooperate with, and follow all instructions from, competition organizers, officials and judges.  

  

All the teams are needed to have their website which will be directly linked to ISNEE website All the technical queries will only be answered through proper mailing channel. None of the technical queries will be entertained on telephones. Teams will need to submit their weekly reports via mails. Failing to do so will lead to penalties. None of the scores will be shown or shared to the teams. None of the queries regarding the event will be entertained after the 15 days from the end date of the event

Right to Impound: Indian Society of New Era Engineers reserves the right to impound any onsite registered vehicle at any time or at the stage during the competition for inspection and the examination by organizers, officials and technical inspectors. BehaviourUnsportsmanlike Conduct- In the event of unsportsmanlike conduct, the team will receive a warning from an official. A second violation will result in expulsion of the team from the competition. Failure of a team member to follow an instruction or command directed specifically to that team or team member will result in a twenty five (25) point penalty. Indian Society of New Era Engineers

Arguments with Officials- Argument with, or disobedience to, any official may result in the team being eliminated from the competition. All members of the team may be immediately escorted from the grounds. Smoking and Illegal Material- Alcohol, illegal drugs, weapons or other illegal material are prohibited on the event site during the competition. This rule will be in effect during the entire competition. Any violation of this rule by a team member will cause the expulsion of the entire team. This applies to both team members and faculty advisors. Any use of drugs, or the use of alcohol by an underage individual, will be reported to the local authorities for prosecution. Vehicle Related Vehicle Movement- Vehicles may not move under their own power anywhere but on the practice or competition tracks. Off track vehicles must be pushed at a normal walking pace by means of Push Bar/members pushing the vehicle, with all four (4) wheels on the ground, a team member sitting in the cockpit to steer and brake and with another team member walking beside the car. During performance events when the excitement is high, it is particularly important that the car be moved at a slow pace in the pits. Violation of this rule will result directly into the 25 points penalty. List of Prefabricated Parts- All the teams have permission to buy the readymade/fabricated parts but use of these parts in excess may lead to the disqualification of the vehicle or penalty of 200 points. List of the pre-fabricated parts-

Shock Absorber, Springs, Brake drum, disc, calliper and brake holding assembly, master cylinder, Steering gear box, Steering column, Steering wheel, Wheel rims & Tyres, tie rod ends, Engine, Fuel tank & exhaust system.

Flags 1. BLACK FLAG - Pull into the penalty box for discussion with the Director of Operations or other official concerning an incident. A time penalty may be assessed for such incident. 2. BLACK FLAG with Orange Dot - Pull into the penalty box for a mechanical inspection of your car, something has been observed that needs closer inspection. 3. BLUE FLAG - Pull into the designated passing zone to be passed by a faster competitor. Obey the corner workers hand signals at the end of the passing zone to merge into competition. 4. GREEN FLAG - Your session has started; enter the course under direction of the starter. NOTE: If you stall the vehicle, please restart and await another green flag as the opening in traffic may have closed. 5. RED FLAG - Come to an immediate safe controlled stop on the course. Pull to the side of the course as much as possible to keep the course open. Follow corner worker directions.

6. YELLOW FLAG (Stationary) - Danger, SLOW DOWN, be prepared to take evasive action, something has happened beyond the flag station. NO PASSING unless directed by the corner workers. 7. YELLOW FLAG (Waved) - Great Danger, SLOW DOWN, and evasive action is most likely required, BE PREPARED TO STOP, something has happened beyond the flag station, NO PASSING unless directed by the corner workers. 8. WHITE FLAG - There is a slow moving vehicle on the course that is much slower than you are. Be prepared to approach it at a cautious rate.
