- STATE OF NEW MEXICO INTRODUCED BY Ryan A. Mals

SECOND SESSION,

2011

AN ACT RELATING TO BEHAVIORAL HEALTH; REQUIRING THE INTERAGENCY BEHAVIORAL HEALTH PURCHASING COLLABORATIVE TO FUND THE CREATION OF A PSYCHIATRIC SUICIDE PREVENTION PROGRAM THROUGH PROJECT ECHO; MAKING AN APPROPRIATION.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF NEW MEXICO:

SECTION 1. PSYCHIATRIC SUICIDE PREVENTION PROGRAM.-A. In consultation with the Indian affairs department, UNM’s Project ECHO telemedicine program shall establish: (1) a telemedicine protocol to provide psychiatric care to Native American individuals living with suicide, attempted suicide or the risk of suicide; and (2) a dedicated team of physicians to provide aforementioned care while maintaining continuity between patient and provider; and

(2) relationships between ECHO headquarters and both existing satellite ECHO facilities, and IHS facilities where Native American youth suicide rates are significant, and care is to be administered; and (3) supplementary training for telehealth providers to provide care that is culturally-sensitive to the Native American youth population. B. As used in this section, "Native American" means a member of a federally recognized tribe, nation or pueblo. Service. "IHS" refers to the Indian Health

"ECHO" refers to Extending Community Health Outcomes.

SECTION 2. APPROPRIATION.-A. Eighty thousand dollars ($80,000) is appropriated from the general fund via the Behavioral Health Purchasing Collaborative for expenditure in fiscal year 2012 on Project ECHO’s mental health/suicide prevention program. This

balance serves to fund the protocol development of said program and cover any administrative costs incurred. Any unexpended or unencumbered balance remaining

at the end of fiscal year 2012 shall revert to the Behavioral Health Purchasing Collaborative for reallocation. B. Three hundred and sixty thousand dollars ($360,000) is appropriated from the general fund via the Behavioral Health Purchasing Collaborative for expenditure in fiscal year 2012 on the hiring of salaried licensed psychiatrists, each receiving ninety thousand dollars ($90,000), who focus on the continuum of mental health care delivery to Native American individuals and families living with suicide, attempted suicide or the risk of suicide in rural, frontier and urban communities. Any unexpended or unencumbered balance remaining at the end of fiscal year 2012 shall revert to the Behavioral Health Purchasing Collaborative for reallocation.

C. Two hundred thousand dollars ($200,000) is appropriated from the general fund via the Behavioral Health Purchasing Collaborative for expenditure in fiscal year 2012 on the maintenance of participating satellite ECHO and IHS locations. This balance serves to cover administrative costs, as well as

reimburse providers in said satellite locations for their cooperation, each location receiving ten thousand dollars ($10,000). Any unexpended or

unencumbered balance remaining at the end of fiscal year 2012 shall revert to the Behavioral Health Purchasing Collaborative for reallocation. D. Eighty thousand dollars ($80,000) is appropriated from the general fund via the Behavioral Health Purchasing Collaborative for expenditure in fiscal year 2012 on providing training for ECHO specialist providers on cultural competency and sensitivity, specifically relating to issues of the Native American youth population. Any unexpended or unencumbered balance remaining at

the end of fiscal year 2012 shall revert to the Behavioral Health Purchasing Collaborative for reallocation.
