Greetings!
The City of Talisay, pursuant to the mandate of Republic Act 10456 entitled “AN ACT ESTABLISHING A SEPARATE CITY SCHOOLS DIVISION OFFICE IN THE CITY OF TALISAY, PROVINCE OF NEGROS OCCIDENTAL, AMENDING FOR THE PURPOSE REPUBLIC ACT NUMBER 8489, ENTITLED "AN ACT CONVERTING THE MUNICIPALITY OF TALISAY, NEGROS OCCIDENTAL, INTO A COMPONENT CITY TO BE KNOWN AS THE CITY OF TALISAY", would like to submit to your good office the approval of the Establishment and Operation of the City Schools Division of Talisay. This undertaking is anchored on the provision of Article 10 Sec. 50 of RA 10456 which reads: ARTICLE X THE CITY SCHOOLS DIVISION "SEC. 50. Establishment of a Division of City Schools. – There shall be established, under the supervision of the Department of Education, a city schools division office in Talisay City which shall have jurisdiction over the school districts within Talisay City and shall be headed by a division superintendent who must possess the necessary qualifications required by the Department of Education.” As a strategic response to the growing need of the education sector, the City has deemed it necessary and of paramount importance to establish an independent division office for the City of Talisay. This undertaking aims to ensure faster and more effective delivery of education services to the most number of people in the most efficient way. In effect, the aforementioned undertaking will bring the government closer to the people, thereby ensuring a more responsive and faster delivery of basic educational services that guarantees the attainment of quality education. Accordingly, the City Government of Talisay, represented by HON. MAYOR ERIC M. SARATAN, M.D. together with Rep. ALBEE BENITEZ of the 3rd District Of Negros Occidental, have signified their full support and cooperation for the establishment of a separate Division Office for the City of Talisay, agreeing among others, to utilize and allocate funds including government facilities to be used for the
temporary office and operation of the proposed division office and provide for the needed personnel, clerks and utility workers for its operation. Finally, the City of Talisay takes upon itself the burden of carrying out the mandate of RA 10456 into effect, of which this request is predicated and submitted to your good office for appropriate action and approval. Copies of R.A. 10456 mandating the establishment of a City Schools Division of Talisay City; City Resolution authorizing Mayor Eric M. Saratan to enter into MOA in behalf of the government of the City of Talisay regarding the establishment of a City Schools Division; Certification by the City Budget Officer on LGU support; and Indorsement letters from the Schools Division Superintendent of Negros Occidental and OIC-Regional Director, DepED Region VI are herein attached for your ready reference.
