The recommendations of the Committee on Preschool Special Education and the Committee on Special Education for pupils’ placement arrangements are referred to the Board for approval. Copies of these recommendations have been previously sent to the Board members for review and will be attached to the official minutes.

Resolution Calling upon the New York State Commissioner of Education and the NYS Board of Regents to Stop the Over-Reliance on Standardized Tests as a Measure of Student Performance and Principal/Teacher Effectiveness
Recommend the Board of Education adopt the following resolution: WHEREAS, every student deserves a quality public education dedicated to preparing engaged citizens, creative and critical thinkers, and lifelong learners ready for college and careers; and WHEREAS, the decline in State support for public schools has forced our District to reduce programs and limited our ability to implement the new programs mandated by the State, such as the Common Core Standards, creating an uneven roll-out of the standards among school districts around the State; and WHEREAS, while the implementation of the Common Core will ultimately help students, teachers and teaching and learning, the growing reliance on and misalignment of standardized testing is eroding student learning time, and narrowing the curriculum and jeopardizing the rich, meaningful education our students need and deserve; and WHEREAS, despite the fact that research recommends the use of multiple measures to gauge student performance and teacher effectiveness, the State’s growing reliance on standardized testing is adversely affecting students across all spectrums, the morale of our educators and further draining already scarce resources; and WHEREAS, the federal Elementary and Secondary Education Act’s testing policies fail to appropriately accommodate the unique needs of students with disabilities and English language learners in assessing their learning, resulting in test scores that do not accurately represent a true measure of the contributions of teachers and schools; and WHEREAS, it is time for policymakers to recalibrate the number, duration and appropriate use of standardized tests so that we can refocus our efforts on student learning; NOW, THEREFORE BE IT RESOLVED, that we call upon the Commissioner of Education, the NYS Board of Regents and other policymakers to reduce the use of and over-reliance on standardized testing; and,

BE IT FURTHER RESOLVED, that we call upon the U.S. Congress and the Administration to reduce federal testing mandates and support the role of and focus on multiple measures of student learning and school quality in accountability systems. E.

Field Trip
1. Recommend the Board of Education grant permission for High School French students to travel to Montreal, Canada on Friday, May 10, 2013 for purposes of cultural immersion.

Increase to Retirement Contribution Reserve Fund
Recommend the Board of Education adopt the following resolution: WHEREAS, the district desires to reserve funds for the financing of retirement contributions payable to New York State and Local Employees’ Retirement System, NOW THEREFORE, IT IS RESOLVED that this Board of Education directs the Treasurer to increase the Retirement Contribution Reserve Fund, in an amount up to $3,000,000 by one or more transfer(s) from Unreserved Fund Balance, and be it further RESOLVED that such fund shall be administered in accordance with the requirements of General Municipal Law, 6-r.

B.

Estimated Nonresident Tuition Rates 2012-2013 School Year
Recommend the Board of Education adopt the following resolution: WHEREAS, the State Education Department has calculated 2012-2013 Estimated Nonresident Tuition Rates pursuant to the formula specified by Section 174.2 of the Regulations of the Commissioner of Education, and WHEREAS, those tuition rates are used to charge other school districts, public agencies and parents/guardians of nonresident students for educating these classes of students, NOW THEREFORE BE IT RESOLVED that the Board of Education of the Saratoga Springs City School District adopt the following tuition rates for the 2012-2013 school year: Tuition Charge for Regular Education Students: Full day K-6 student Full day 7-12 student $8,797 $11,065

BE IT FURTHER RESOLVED, that the President and the Clerk of the Board of Education be authorized to sign contracts for nonresident educational services for the 2012-2013 school year.
Note: The office for Civil Rights of the U.S. Department of Education rendered an opinion in August 1994 indicating that parents of nonresident students with disabilities may not be charged a higher tuition than parents of nondisabled nonresident students. The State Education Department recommends that districts follow this opinion. Contracts between school districts and with other public agencies are excluded from this opinion.

C.

Acceptance of Grant/2012-2013 Budget Amendment Resolution
BE IT RESOLVED, that the Board of Education accept a grant from the Clorox Helps Hannaford Help More sweepstakes to the Greenfield Elementary School in the amount of $3,000.00 for the purpose of funding field trips and supplies at the Greenfield Elementary School and to amend the 2012-2013 budget by $3,000.00.
