Dear Friends and Neighbours, There is a distinct chill in the air, schools are back in session and City Council's agenda is jam packed. In other words, fall is here! It was an active, busy summer. I crisscrossed the Ward day in and day out meeting with neighbours and city staff on everything from the impact of the July 8 storm to park improvements and development applications. Keep reading for the latest updates and summer photos from across Ward 25! I am also pleased to let you know that I was recently appointed to the Parks and Environment Committee. My first impressions are included below. Looking ahead, please mark off Saturday, September 28 for three exciting Ward 25 events! The Uptown Yonge BIA takes over the sidewalks between Eglinton and Lawrence from 11 a.m. to 5 p.m. for their annual Fall Fest. Stop by my table at Yonge and Sherwood from 1 to 3 p.m. and say hello! If you come early, head to Locke Library between 10:30 a.m. and 12:30 p.m. for the Making Space for Culture project – the city is looking for your input on Ward 25's cultural spaces. Parks, Urban Forestry and the Environment and Energy Office all report directly to the Committee, and it was a full agenda for my first meeting in early September. The Committee explored the American experience with Emerald Ash Borer, looked at how Toronto is moving to protect our vulnerable Ash trees and discussed a generous $600,000 donation to renovate the Holocaust Memorial in Earl Bales Park. I hope to use my seat on the Committee to protect and expand Toronto's tree canopy. At September's meeting, I moved a motion asking Urban Forestry to cut its tree pruning response time in half. My focus for the fall will be improving and strengthening Toronto's tree protection policies. On that note, I am glad to report that city staff just advised me that they have been able to save 270 Ward 25 ash trees through treatment!

You can help improve Ward 25's canopy by requesting a free tree for your front yard. All you have to do is complete and return this form or call 311. To get a tree for your backyard, contact LEAF, which offers subsidized tree planting.

Streamlining Fire and EMS A long awaited service efficiency review of Toronto Fire Services and Emergency Medical Services (EMS) came to City Council in July for review and discussion. The review evaluated how the two divisions deliver services and focused on recommendations for improvements. Our aging population is putting significant pressure on EMS – demand has increased by almost 30 percent over the last 10 years and is expected to keep on rising – while the number of fires is down despite population growth. The service efficiency review came at just the right time. The review found opportunities for collaboration and resource sharing between Fire and EMS, and I moved a successful motion asking for a report on streamlining the administrative structure of the two services by integrating them under a single city manager's portfolio. Arts in Ward 25 – Making Space for Culture Please join me and Toronto Cultural Services' staff on Saturday, September 28 at Locke Library from 10:30 a.m. to 12:30 p.m. to discuss Ward 25's cultural infrastructure! Under the banner of the Making Space for Culture project, the city is looking for your input on our neighbourhoods' cultural spaces! The discussion is all the more important following City Council's move to significantly increase arts funding in 2013! We want to know what is needed, who needs it, and how we might work together to help make space for culture in Ward 25. What kind of space does your neighbourhood need to make art, music, dance? To film, play, practice and perform? 3

I encourage you to join the discussion! If you are unable to make it in person, there is an online survey you can complete to make sure your voice is heard.

Porter Proposal Update Many thanks to all those who have written or spoken to me about Porter Airlines' proposal to use jets at Billy Bishop Island Airport. A city staff report on the proposal – examining its economic and environmental as well as traffic and congestion impacts – is well underway and is expected to come before Executive Committee in early December and then to City Council for a final vote. The city just wrapped up three public information sessions about the proposal. An additional session is expected in November and I encourage you to take part and have your say. Scarborough RT Replacement How to replace the aging Scarborough RT was front and centre throughout the summer. A series of plans were discussed and debated, including an LRT stretching from Kennedy to Sheppard, an underground Bloor-Danforth subway extension to Sheppard and a subway extension to Scarborough Town Centre using the existing RT alignment. As this eNewsletter went to press, the federal government announced a new funding commitment. The debate will no doubt continue at City Council in the fall. 4

In my mind, any and all significant decisions about transit planning should be based on sound evidence, international best practices and solid, realistic financials. We also need to act and act quickly – there have been too many delays on the transit expansion file. That is the framework that I will be using when this issue returns to City Council.

Waterfront Toronto I was glad to see the naturalization of the Don River's mouth on the Waterfront Toronto Board's September agenda! After passing a successful motion asking staff to accelerate the naturalization at Executive Committee in late 2012, I was excited to take up the project from a different angle as a member of the Waterfront Toronto Board. Significant work remains, but we are working hard to accelerate the project which will both improve flood protection and unlock significant lands for revitalization. It is often difficult to keep up with the latest on our waterfront. The spectacular Corktown Common opened temporarily over the summer, and I am pleased to say that it will remain open until Thanksgiving! Civitan Arena Replacement The search continues for a replacement site for Don Mills' Civitan Arena. Two potential sites, York Mills Road and the Don Valley Parkway and the southwest corner of Eglinton Avenue East and Don Mills Road (the Science Centre parking lot), are currently under review by city staff. As we went to press, a Toronto District School Board (TDSB) site in Ward 34 has been suggested as a further alternative. My goals moving forward are focused on timing and resources. I will be working hard to ensure that funding is in place so that a replacement arena can open when Civitan closes its doors in 2020. Lawrence Park Revitalization Project I am pleased to announce that the revitalization of Lawrence Park (at the southeast corner of Yonge and Lawrence behind Locke Library) is well underway! As you may have noticed, Mother Nature is trying to recapture the section of Lawrence Park behind Locke Library. Due to the park's location in a natural bowl, there are substantial flooding and drainage issues when it rains. While we need to address these drainage issues, this is a fantastic opportunity to revitalize the playground and surrounding park. We have already started to brainstorm different ways to deal with the flooding problem, and this month I will be meeting with senior city staff and residents to finalize an environmentally-friendly and sustainable solution. As soon as the drainage problems are addressed, we can design and install a new playground and revitalize the entire area! Jo’Ann Alderson, Erin Nella and Elaine Newman deserve special thanks for taking the lead on this project and forming the Lawrence Park Ravine Revitalization Committee. Jolly Miller Park In 1997, the former City of North York acquired the Jolly Miller property on Yonge Street just south of York Mills Road to protect its heritage value and prevent future development. At the time, North York City Council decided to develop a portion of the property into a parking lot on a temporary basis to help the City recover its acquisition costs. Council also decided that its long-term objective was to convert a portion of these lands into an open space complementing the surrounding area. As of 2008, the city had recouped the cost of the purchase, and began to work alongside the York Mills Valley Association to turn part of the parking lot into parkland! The parking lot was closed for renovations this summer and work on the park is expected to continue through the fall. Stay tuned for a community celebration to open the park in the early spring!

Bus Shelter at 20 Sanderling Place I am pleased to report that a bus shelter was installed significantly ahead of schedule in front of 20 Sanderling Place in Don Mills! Residents spoke out loudly about the need for a bus shelter on my last visit, especially given the number of seniors in the area that rely on public transit. I am glad to see it completed ahead of schedule, particularly given the numerous obstacles we had to overcome to make it happen!

Toronto Botanical Garden Fall Update I hope you had a chance to visit the Toronto Botanical Garden’s (TBG) organic farmers' market this summer. I helped this market off the ground and Shelley Candel has run with it. It is wonderful to see that it has become a hub of activity every Thursday afternoon. That is why I am excited to announce that the market will now become a year-round event! When summer officially comes to an end, the market will move indoors at the TBG and continue throughout the winter. TBG Organic Farmer’s Market! Date: Every Thursday Time: 3-7 p.m. Location: Toronto Botanical Garden (777 Lawrence Avenue East) Visit the TBG and meet organic farmers and buy local produce, bread, meat, cheese, honey, prepared food, and more! By-lawTips: Unsigned Parking Offences A parking ticket is always an unpleasant surprise! In general, signage on Toronto's streets explains where and when you can park. There are also longstanding parking offences that do not require street signs. Many (including myself!) do not know about these unsigned offences. To help avoid unnecessary frustration, keep in mind that you can get a ticket if you:
      

Park longer than three hours Park more than 30 cm from a curb Park within three metres of a fire hydrant Stop within 9 metres of a crosswalk Stop on or over a sidewalk or footpath Park on a boulevard Park or obstruct driveway or laneway

Neighborhood Association Spotlight – Yonge Ridge Homeowners' Association The Yonge Ridge Homeowners' Association (YRHA) represents the 120 or so homes in the Yonge and York Mills area. Its boundaries run from Yonge Street to Highway 401 in the west to Old Yonge Street in the east and from York Mills Road in the south to the northern limit of Old Yonge Street in the north. Founded in 1974, the YRHA’s key objective is to maintain the unique character and charm of the neighbourhood as well as protect the natural valley ridge. Recently, the YRHA took their opposition to the proposed development at 4155 Yonge Street to the Ontario Municipal Board and won! I had the pleasure of attending the YRHA AGM this past June following the victory. In addition to mounting successful opposition to large developments, the YRHA also supports individual homeowners with smaller scale construction and development issues and has a solid track record helping residents at the Committee of Adjustment. The YRHA enjoys strong support among residents, but is always looking to add new members. Condominium Board Meetings I had a series of productive meetings with condominium boards throughout the summer. By bringing key city staff directly to condominium board meetings, I was able to cut through typical delays and find solutions to problems related to garbage collection and utilities. Duncairn Park I am pleased to announce that the walkways in Duncairn Park were resurfaced over the summer! Prior to the repairs, the pathways suffered from crumbling asphalt and flooding – the new pathways should improve drainage throughout the summer as well as ice conditions in the winter. Development Updates Please check my website, www.jayerobinson.ca, for the latest updates and do not hesitate to let me know what you think about any of these developments by sending me an email at [email protected] or giving me a call at (416) 395-6408. 6 Baytree Crescent In September, North York Community Council approved Baytree Estates' proposal for five townhomes on Bayview Avenue and one two storey detached house off of Baytree. I voted against the proposal. Neighbours told me loud and clear that this development would have a serious impact on Baytree's scale and character. The area also voiced significant traffic concerns, particularly given the existing congestion on Bayview and the fact that Baytree is a very small cul-desac. While I voted against the proposal, I also passed a series of motions to protect the neighbourhood. My motions require the developer to continue to meet with the neighbourhood and provide further opportunities for engagement and input on some of the finer details, like privacy fencing and tree and shrub placements. Bayview Avenue is facing significant intensification pressure and I have been meeting with senior city staff, including our Chief Planner Jennifer Keesmaat, to discuss the situation as well as possible solutions. 888-900 Don Mills Road and 55 Barber Greene Road Kwan and Kwan Limited recently appealed its rezoning application to the Ontario Municipal Board and a hearing date has been set for October 24, 2013. The rezoning would allow the relocation of an existing on site banquet hall. At North York Community Council in September, I passed a series of motions requesting the applicant to continue working with city staff and immediate neighbours on outstanding issues. Traffic and congestion remains a significant concern, particularly infiltration from the commercial plaza into the surrounding community. I am in the process of organizing a neighbourhood meeting to bring all of the parties as well as city staff together to move forward on longstanding traffic, noise and light pollution issues, among others. Alaska (2779 and 2781 Yonge Street, 15-17 and 19-21 Strathgowan Avenue) Erskine Park Holdings Inc. is proposing an 11 storey residential building with 102 condominium units and 29 rental replacement units as well as 110 parking spaces. Earlier in the year, I extended the notice area for the initial community consultation to ensure that a much larger section of the neighbourhood was given advance notice of the meeting. As a result, nearly 2,300 notices were mailed out. I also requested that the consultation be held in the fall so that summer vacations did not impact anyone's ability to participate. Nearly 200 people attended the initial community consultation in mid-September – it was a productive discussion and a good first step! City Planning is in the process of establishing a working group of local stakeholders and I will ensure that there are significant opportunities for input and engagement going forward. If you have not already, you can get involved by contacting one of the area's two residents' associations: the Uptown Yonge Neighbourhood Alliance or the Sherwood Park Residents' Association. 18-30 Erskine Erskine Park Holdings (Pemberton) is proposing a 35-storey, 300 unit condominium with 153 parking spaces immediately beside John Fisher Public School. Following a very well attended initial community consultation, I struck a working group of immediate neighbours, John Fisher parents, the Toronto District School Board (TDSB) and the Sherwood Park Residents' Association. The working group's summer meetings were delayed at the request of the TDSB but our second meeting took place in mid-September. Pemberton has agreed to revise its proposal and continue discussions with both the TDSB and the working group. A third meeting is expected in the coming months. 4155 Yonge Street IRE-Yonge Developers' proposal for a 12 storey, 172 unit condominium was turned down at the Ontario Municipal Board (OMB) in the early summer. After extended meetings with the neighbourhood and senior planning staff, I moved a motion to send city legal and planning staff to the OMB, where they were joined by representatives from the local residents' associations and condominium boards. While this proposal was unsuccessful at the Board, a revised application is expected shortly. 740-750 York Mills Road and 17 Farmstead Road LYM Developments LP (Minto) is proposing 240 three storey stacked townhouses for this site as well as the retention of the existing three rental apartment buildings. This is a revision of an earlier condominium proposal. A Preliminary Report is expected to come before North York Community Council in October and, from there, an initial community consultation will be scheduled. 103 and 108 Bayview Ridge M. Behar Planning and Design Inc. is proposing 11 townhomes fronting Bayview Avenue and four detached houses along Bayview Ridge. A Preliminary Report is expected to come before North York Community Council in October and, from there, an initial community consultation will be scheduled. I have already spoken to a good number of immediate neighbours and will be working hard to ensure that there are significant opportunities for community engagement. Events Every Tree Counts Date: September 25_29 Location: Lawrence Park (3055 Yonge Street) As part of National Forestry Week, the city is launching an awareness campaign called Every Tree Counts in four parks around the city, including Lawrence Park, and installing price tags on trees to raise awareness about the value of urban trees!
