Hot Springs Canyon Preserved for our Community
One year ago, The Land Trust for Santa Barbara County announced that we had signed an agreement to purchase Hot Springs Canyon – one of the last undeveloped, privately-owned canyons in the Santa Barbara front country. After a whirl-wind year running the Campaign to Save Hot Springs Canyon, we are now happy to say that this 462 acre property has been purchased by the Land Trust for environmental protection and public enjoyment! As part of a popular network of trails between Cold Springs and San Ysidro Canyons, the magnificent views and trails of Hot Springs Canyon have been enjoyed by recreational users for decades—even though it was privately owned and hikers were actually trespassing. The property also features the unique mineral hot springs and the ruins of the former Hot Springs Resort, which existed there for more than 130 years before it burned in 1964. When long-time owners, the McCaslin family, placed the property on the market in 2009, the Land Trust recognized an opportunity to protect this land from development and keep it legally open for public use. Over a two-year period, we studied the property, completed our own real estate appraisal and negotiated a price below the appraised value. The property, which includes six legal land parcels zoned for residential development, was purchased for $7,600,000. Thanks to the incredible generosity of our many donors and foundations we got this campaign off the ground and worked with the local community to save another special place for future generations. Notably, the purchase was funded entirely with private contributions. We could not have achieved this victory without each and every one of the friends who held gatherings in their homes, made phone calls, and even walked the trails with information about our campaign. We also appreciate the McCaslin family’s willingness to reduce the price to match what we were able to raise. The Land Trust plans to convey most or all of the land to Los Padres National Forest for long-term stewardship. The Forest Service owns and maintains much of the public land that surrounds Hot Springs Canyon, which makes it a natural steward for Santa Barbara’s newest stretch of protected open space. This is one of the most challenging land acquisitions our organization has ever done. There is a complex set of legal agreements involving the Montecito Water District, a private water company, Southern California Edison and road access.

Before the land can be conveyed to the Forest Service some of these agreements need to be renegotiated and amended. Our volunteer Board of Trustees put in a huge commitment of time and agreed to take on the risk involved in any large land deal to get the project done. The Land Trust is committed to working with the Forest Service, Montecito Trails Foundation, the Pearl Chase Society and others to make sure the canyon is well managed going forward. People Power: Bringing Back the Franklin Trail
When something of natural beauty and community value is lost it can be hard, even impossible, to bring it back. Understanding that reality, many people in Carpinteria have worked with passion and persistence to see that long-valued natural and public resources were protected, even as the city doubled in population since 1970 and saw agricultural and commercial and governmental development expand. The people power of Carpinteria’s residents, government leaders and agencies, and non-profit partners has done so much: rallying to buy the Carpinteria Bluffs; forming Carpinteria Seal Watch to protect the harbor seal rookery and manage public viewing with volunteers; securing major portions of the Carpinteria Salt Marsh to restore damaged wetlands, improve water quality and offer educational public access; collaborating to bring back Steelhead salmon to Carpinteria Creek and building a great system of community parks and trails. One local resource lost over the years was a trail near Franklin Creek that historically linked the valley floor to the Los Padres National Forest network of hiking, biking and equestrian trails. Access to the backcountry was lost a number of years ago when permissive use over private properties ceased to exist due to the changing character of land ownership and the intensification of agriculture in the valley. The volunteer committee Friends of the Franklin Trail stepped up to lead a community partnership to get the Franklin Trail rebuilt and reopened. More details about the project are available at the Friends’ website: www.franklintrail.org In 2011, Friends co-chairs Jane Murray and Bud Girard and a talented volunteer team spearheaded public outreach and exceeded their fundraising goal of $450,000 in community donations and grants for the design, permitting and construction the Franklin Trail. The Parks Commission recommended $75,000 from County Parks mitigation funds. The Land Trust for Santa Barbara County agreed to be the Franklin Trail project non-profit sponsor, receiving and managing the donations and grants. We recently received preliminary approval of a $200,000 state grant toward the construction costs. While not impossible, it is tricky and expensive to bring back a trail that runs along or through existing neighborhoods, a public high school campus, creek banks and flood control berms, private avocado orchards, and up a mountain featuring plants and animals protected by environmental laws. Friends and County Parks tackled the challenge of negotiating new or relocated legal agreements for the trail from three ranch owners and the Carpinteria Unified School District. One might think that with volunteers, money and legal access it was time to grab the hand tools and start building the trail. Not so fast! Completing the trail through town to the base of the foothills requires retaining walls, a new 65-foot creek crossing bridge, new storm drains, erosion control plans and security fencing and gates along the high school campus while avoiding conflict with ranch and farm operations. Add to that engineer drawings, soil tests, surveying, an environmental study, sign plans, insurance, construction bids, and contracts. With help from Jane and Bud and county staff, the Land Trust has agreed to manage the planning, permitting and construction of the first phase of the new Franklin Trail. The planning is well underway. Our goal is to have the first phase of the Franklin Trail, beginning near Carpinteria High School and extending through the Persoon and Horton family ranches and an initial stretch of the Rancho Monte Alegre property in construction this summer and open in the fall. The majority of the trail, running through Rancho Monte Alegre and into the National Forest along the historic trail route, will be a second phase that depends on more people power to get additional landowner and government approvals.

The Benefits of Voluntary Conservation Agreements
…also known as conservation easements, are permanent contracts negotiated between a landowner and a non-profit land trust or a government agency. Because every conservation agreement is tailored to the property and its resources, each one is different, but they do have these things in common: • Restricts subdivision and development of land in order to protect agricultural, natural resource, scenic and historic values important to the community. • Value of development rights given up is determined by an independent real estate appraisal and the landowner is compensated with public tax incentives or grants and donations. • Land remains in private ownership, useful for agricultural and limited residential uses defined in the agreement. • Land use and resource protections are monitored and enforced by the land trust or agency holding the easement. • Property may be sold or transferred to others, but the conservation agreement runs with the land. Conservation easement benefits to the public: • Protects land the community values for farming, ranching, wildlife habitat and scenic open space. • Less expensive than buying land for conservation—land maintenance and management stays with private owner. • Land remains on tax rolls and continues to pay property taxes. • Helps ranch and farm owners maintain viability of their land and business. • Keeps agricultural base and jobs in the community.

The photograph above shows William Abbott happily monitoring our conservation easement on Las Cruces Ranch. As our Conservation Projects Director, he played a key role developing and monitoring conservation easements and habitat restoration projects. Early this year, he moved to New Hampshire to restore a historic family farm house and act as Executive Director for the Upper Saco Valley Land Trust. The east coast conservation effort is lucky to have William, and we wish him the best of luck.

Saving the Gaviota Coast, One Ranch at a Time
Without a doubt, the Gaviota Coast is one of Santa Barbara County’s most recognized and revered landscapes. It’s no wonder that many landowners and the community at large have sought ways over the years to protect this local treasure. The Land Trust’s highest priority for voluntary land conservation remains the Gaviota Coast. Working with willing landowners, we strive to keep the rural beauty of Gaviota intact along with the agricultural history that is responsible for wide open spaces dotted with cows, horses and orchards rather than housing developments. On the 660-acre Freeman Ranch, cattle graze on steep, grassy hills that overlook the windswept Refugio State Beach. Oaks dot the hills, wild animals stop to drink from a spring-filled wetland, and water flows down Refugio Creek toward the ocean. Leslie Freeman was the first ranch owner on the Gaviota Coast to sell an agricultural easement to the Land Trust. This enabled him to own the property outright and to protect the land from development, keeping it as a ranch in perpetuity.

“The pressure to develop is pretty intense here in Santa Barbara County, but I would hate to have seen this developed,” says Les. “The Land Trust approach is definitely more agreeable. I truly believe this is one of the few ways to save rural land.” The Land Trust has already protected more than 5,000 acres of ranch land on the Gaviota Coast. This includes our Arroyo Hondo Preserve, which has a rich ranching history and now features robust outdoor education, creek restoration and public access programs. Our conversations and negotiations with landowners are ongoing. In addition to these efforts, Executive Director Michael Feeney serves on the Gaviota Planning Advisory Committee, a group appointed by the County Board of Supervisors to gather public input and advise the planning staff and the Supervisors on updating the general plan for the Gaviota Coast area that was adopted in 1982.
