• Council goals provided direction to the City Manager in preparation of the 2010 Budget • The national economy impacted the 2010 Budget, affecting departmental operations • The City Manager and staff did a fiscal balancing act by reducing funding in many areas while maintaining essential services • Some capital projects financed from the operating budget have been rescheduled

288 Corridor Quick Look

Pearland Signature Entrance
• SH 288 Corridor is experiencing the type of growth expected of a destination city • TxDOT is upgrading SH 288/BW 8 interchange to alleviate congestion & adding access roads from Shadow Creek Pkwy to FM 518 • New frontage roads with opt-in access will stimulate new development along SH 288 Corridor • SH 288 is being considered for managed & express lanes and a Park & Ride facility

Pearland is growing so rapidly that it is important that we plan our development with care. We must realize that the plans & development that we put in place today will have a major impact on the kind of city that we will have in the future. The City Council, City staff, Planning & Zoning Commission, and PEDC are working with care to provide a quality framework for the future development of the city.

• Police and Municipal Court - Shared facility with Utility Billing, Emergency Operations Center & Brazoria County Tax Office • Located on Cullen Blvd. @ FM 518 • Scheduled move-in date is March 2010

• Located at Bailey Rd. & Veterans Dr. • Multi-use facility with indoor pools, gym, weight/cardio rooms, & elevated jogging trail • Partnership with the City, PISD & PEDC • Scheduled completion Summer 2010

• Cities lacking a locked-in water supply will face difficulty in developing for the future • Pearland has abundant capacity to meet future needs:
- 20 MGD surface water from the Gulf Coast Water Authority (GCWA) - 10 MGD from the Houston Southeast Water Plant with pipeline & ground storage work in process - 6 MGD Houston surface water for development west of SH 288 - 19 MGD ground water from City wells

Commute Solutions
• Pearland is working with regional partners to provide multimodal transportation options
• 41 van pools provide service for 7200+ Pearland citizens who work at the Texas Medical Center area • Metro, Houston-Galveston Area Council, Connect Transit & Brazoria County are in partnership with the City for a SH 288 Park & Ride facility scheduled for 2010 • Pearland is working with Metro, Harris County & City of Houston to develop light rail along Kirby Drive from the Medical Center to the Pearland Spectrum area

Future Land Use Plan
• A significant population increase in Texas and the Houston area is projected over the next few years

• Pearland is addressing growth with the Future Land Use Plan which guides City staff and the Planning & Zoning Commission for future development • The Plan will preserve existing neighborhoods while determining the best use of remaining land and enhancing long term economic development

• Command Staff (at right) leads a well organized and effective department • Agreement signed with HPD to access and share online crime information records • Detective division maintains a 57% clearance rate, considered high compared to other agencies across the state

• Preeminent and recognized training provider for motorcycle officers across the region

• Made 11 arrests as a member of the Houston Metro Internet Crimes Against Children Task Force

• Only agency in Brazoria County with proper software and training to actively pursue crimes against children
• Narcotics Unit made 137 arrests in 2009 with one executed warrant resulting in seizure of cocaine, cash and jewelry worth $400,000 • Law Enforcement Explorer Scout membership doubled through officer support of revamped program

Fire Services
• Additional fire stations planned to reduce response times • Station #5 on Kirby Dr. & W. Broadway scheduled for completion March 2011 • Station #6 in planning stages for Lakes of Savannah on SH 6 • 73 paid and volunteer personnel responded to 2,432 calls in 2009 with an average response time of just over 7 minutes

• Regionally recognized emergency medical service with a professional staff of 20 Paramedics and 16 EMTs

• Operates 4 fully-equipped ambulances 24/7 covering the entire Pearland area
• New computer-aided dispatch system improves response times • Developed new protocol (in partnership with Memorial Hermann Southeast) to start immediate treatment of heart attack victims prior to arrival at ER

• Jeff Sundseth is one of only 50 individuals world-wide who has been certified as a Chief Medical Officer by the Commission on Professional Certification from the Center for Public Safety Excellence • This designation is based on Jeff‟s achievements in education, leadership and management skills

• ActionS of Brazoria County utilizes Knapp Center to provide 100+ meals to homebound seniors • Regular entertainment provided by Houston Symphony, Houston Grand Opera, Harbor Lights Choir, and other local organizations
• UHCL-Pearland partners with the Center to conduct monthly adult education classes and lectures

• Parks & Recreation held 25 separate days of special events attended by over 68,000 residents, including over 8,200 participants from outside the City • Major events include Winterfest, Summer Concerts, July 4th Celebration, and Hometown Christmas Festival

• The Natatorium & Rec Center, the planned Max Road & Shadow Creek Ranch sports complexes, and improved trails & parks will help to make Pearland a unique place to „Learn, Play and Grow!‟

• The City and Pearland ISD share facilities and activities that make the best use of the community‟s tax dollars • Pearland ISD opened its second high school, Dawson, on Cullen Pkwy to support the growing district

Pearland was founded in 1894, only 58 years after Texas‟ independence and 49 years after becoming the 28th state of the Union. We are now 10 years into the 21st century and face many different challenges and opportunities than the founders of Pearland.

• Pearland did not start as a planned community, but we must continue to adapt to the master planned community concept.

• Multimodal transportation opportunities must be provided for people to commute in and out of Pearland.
• Maintaining fiscal stability during this economic downturn requires careful financial planning and a measured pace for capital improvements. • Maintaining our quality of life and small town atmosphere will be important as we continue to be one of the fastest growing cities in the Gulf Coast Area.

• Premier location for Biomedical & Nanotech R & D with direct access to BW 8 and SH 288 • Cardiovascular Systems, Inc. is the first biomedical research and manufacturing company located in The Spectrum

• Represents the efforts of the Pearland Economic Development Corp.‟s to bring quality development, and promote Pearland across the nation and the world

Pearland has developed strong partnerships with many community organizations, including: • Pearland Chamber - represents city business, joint City/Chamber events, new commerce center • Pearland School District - Rec Center/Natatorium, youth and City events (ongoing discussions with Alvin ISD) • Brazoria Drainage District #4 - Drainage and joint construction projects with City • State, county and local officials - strong working relationships for local initiatives and representation

Cultural Opportunities
Pearland is an ideal location for cultural arts and entertainment. We are fortunate to have 3 non-profit organizations contributing to our cultural needs:

• Pearland Historical Society - records and shares Pearland History (future museum planned)
• Pearland Arts League - encourages and supports the fine arts in all forms • Pearland Community Orchestra - concert orchestra, community band and dance combo

Historical District
Pearland is part of the San Jacinto Texas Historic District which establishes the historical surrounding area and battleground of the Battle of San Jacinto. The District was established by the State to commemorate this historic battle that established Texas as a nation and changed the course of events in America.

• Provides data for decisions on education, social services, transportation, economic development and many other areas - all important to Pearland • Determines number of congressional and state legislative districts and how they are drawn

• Utilized to allocate more than $400 billion federal funds among state and local governments
