Community readies for festival

All of the necessary ingredi-
ents for a fun summer night will
be blended together at the 24th an-
nual Pine Barrens Festival at the
Church of the Holy Eucharist in
Tabernacle from Monday, July 23
to Saturday, July 28.
The festival will begin nightly
at 6 p.m. with rides gearing up at
6:30 p.m. and activities will contin-
ue until 11 p.m.
It is free to attend with no
charge for parking in the sur-
rounding areas, including at the
school and Russo’s Farm Market
across the street.
Volunteers from the Pinelands
communities of Medford,
Chatsworth/Woodland, Medford
Lakes, Vincentown/Southamp-
ton, Shamong/Indian Mills and
Tabernacle will be recognized on
their respective “town nights.”
“We’re recognizing volunteers,
and we solicit from the town-
ships,” said church pastor Fr. An-
drew Jamieson.
Tabernacle night will be held
on Saturday, July 28.
The awards are given at the
bandstand at 9 p.m.
Majestic Midways based out of
York, Pa., will provide rides.
“They are really, really good,”
said Fr. Jamieson, as the company
has been providing the rides, in-
cluding a big Ferris wheel, for a
few years.
Those interested in hopping on
the rides can purchase a bracelet
in advance at the church at a dis-
counted price of $20 for one en-
tire evening. At the festival, tick-
ets will be $25.
With an average of 35,000 to
40,000 visitors over the five
nights, people are bound to re-
connect with lost acquaintances.
“A lot of times people haven’t
touched base,” he said.
For families coming to the fes-
tival, photographer Ernst Linne-
mann, who has attended the last
23 of 24 events, suggests stopping
by the food tent for plentiful din-
ner options.
“They prepare fresh vegeta-
bles every day,” he said.
Not to forget the fresh fish that
is delivered and cooked each
night, or a pierogi during Thurs-
day’s Polish night.
“Thursday night is the most
popular night of the week for
us,” he explained.
Food choices, said Fr.
Jamieson, include: traditional
hot dogs and hamburgers,
cheesesteaks, Italian sausage, sal-
ads, kids meals, chicken breasts,

To add to the Pinelands atmos-
phere of the festival, country
western music will play through
WXTU on Monday and Saturday.
Other bands playing will in-
clude Hot Sounds DJ, Mid Life
Crisis and Denny O Trio & DV
Steven Hoffman.
There will be a dance floor
“where folks can dance,” said
Linnemann.
Through the years, the biggest
change has been the number of
area residents coming out.
“Basically it’s the same won-
derful family atmosphere and cel-
ebration that we have at the festi-
val that has been maintained,”
said Fr. Jamieson.
Between 700 and 800 volun-
teers help with the event, and
Linnemann takes all of their
photographs.
“A lot of husbands and wives
and children team up,” he said.
He has even seen family re-
unions at the picnic tables set up
on the lawn, with up to 30 people
in one group.
Between the games, rides, raf-
fles, food and entertainment,
there is something for everyone,
explained both officials.
“Come on down any night,”
Linnemann said. “Everybody can
have fun.”
There is also a Super 50/50 raf-
fle each year. Last year’s winner
won $18,000.
The festival will be held in rain
or shine.

Burlington County Freehold-
ers introduced a $199.8 million
budget that cuts the amount of
tax dollars needed to run County
government by $6.2 million, mak-
ing this the fifth year in a row
that the tax levy has been re-
duced, officials said.
The budget also calls for an un-
precedented cut in spending of
$17.1 million, while reducing the
tax rate from 30.96 cents per $100
of equalized valuation to 30.91.
This marks the 22nd year in a row
that the rate has been cut.
Since 2007 taxes have been cut
a total $14.7 million. Spending is
being reduced a total $26.8 million
for the same period.
“We continue to identify both
tax and spending savings in
multi-million dollar amounts
which, in this fiscal environment,
is a significant but necessary
budgeting accomplishment, and
one that keeps our pledge to
Burlington County residents,”
said Freeholder Director Bruce
Garganio.
“This budget answers first and
foremost to the taxpayers, many
of whom are still dealing with the
impact of the recession, and the
prospects of a slow recovery,”
Garganio added. “The last thing
we want to do is add to their bur-
den while they are struggling to
find full employment, pay their
bills, and stay in their homes.
“From a policy perspective, one
of our key goals over the next sev-
eral months is to use all resources
available to us to help County res-
idents and taxpayers find jobs,
and assist businesses in expand-
ing and creating new job opportu-
nities,” he said.
“Maintaining a favorable tax
policy is paramount to economic
development, and certainly fac-
tors into our efforts to attract new
businesses,” he said, nothing that

Premature baby now able
to go outdoors more often
On Sept. 24, 2010, baby Kasey
entered the world much earlier
than her parents originally antic-
ipated.
Delivered at 26 weeks, she
weighed only one pound and five
ounces.
Kasey was incubated for a cou-
ple of weeks during which her
anxious parents were not allowed
to hold her.
Her eyes were fused shut for
about a week.
The next 10 months of her life
were taxing and cumbersome on
Kasey and her parents, Jack, 35,
and Mary, 32, Davis of Taberna-
cle, who are soon to celebrate the
one-year anniversary of bringing
their baby home from the hospi-
tal.
“She was in the Virtua
Voorhees NICU (Neonatal Inten-
sive Care) for four months before
being transferred to CHOP (The
Children’s Hospital of Philadel-
phia) for six more months,” said
Mary. “During this time, she was
on the ventilator, high oxygen lev-
els, had eye surgery for ROP
(retinopathy of prematurity), had
11 blood transfusions and much
more.”
Each ounce gained was cause
for celebration.
All the while, Kasey’s parents
were constantly driving back and
forth from the hospital.
“You just don’t want to leave
the hospital,” explained Mary.
According to Jack, the pair
would spend 10 to 12 hours a day
beside their daughter, sometimes
arriving in the afternoon or early
evening and staying overnight to
keep an eye on her.
There were no sleep rooms for
parents at Virtua, but there were
some available at CHOP.
“My husband stayed over a lot
of nights,” said Mary.
At six months, Kasey had sur-
gery to place a tracheotomy in
her throat to help her breathe eas-
ier and a surgery to insert a G-
tube for nourishment.
Both are still helping her.
Twice a day for one hour each,
Mary and Jack take Kasey off of
the ventilator.

ventilator,” said Mary.
The pair phones Kasey’s pul-
monologist weekly to give an up-
date on her progress.
Kasey loves being off the venti-
lator, said Mary. She “spins
around in circles” and wanders
around the house.
“Compared to where she start-
ed, it’s amazing,” she said. “Actu-
ally, when we were able to bring
her home, we alerted the local
EMT that a trach/vent baby was
coming home, but luckily have
not had to use them.”
While she is improving, she’s
not out of the woods yet, said
Jack.
“We’re making such great
strides since she’s been home,” he
said. “It feels good.”
July 21 will be a celebration in
the Davis household marking one
year since Kasey was able to see
her new home for the first time.
When she arrived in Taberna-
cle, she was 10 months old and 13
pounds – stable enough to grow at
home.
“We have only recently in the
last few weeks been able to start
taking her out of the house for
more than doctors appointments,
as flu and RSV (respiratory syn-
cytial virus) seasons have ended
and there is less risk of her get-
ting sick, which can be very seri-
ous for her,” said Mary.
At first, little Kasey was not a
fan of the great outdoors.
Now, she’s beginning to put her
feet in the water – walking up to
people in stores to play peek-a-boo
and going down the slide at Prick-
etts Mill Park in Tabernacle.
“We thought (of) sharing her
story with our community as she
will be out and about more will
allow others to have an under-
standing and awareness when
they see her,” said Mary. “We love
to show her off and talk about
her.”
Kasey has chronic lung disease
and pulmonary hypertension.
There is a hole in her heart that
will be repaired in a couple of
months to a year.
Kasey is susceptible to easily
getting sick, Mary explained.
“We’re still going to have wor-
ries every winter, when it’s flu
season, when it’s RSV season,”
she said.
Once flu season comes around
again, she and Jack will need to
screen everyone who comes near
their little girl.
When her tracheotomy tube
can be fully removed, she will be
able to speak. Until that point, she
knows sign language and some-
times whispers words such as
“up” or “daddy.”
“She loves to learn,” said Mary.
“She’s so proud of herself.”
It is hard to see the surgeries
and pain Kasey endured past her
bright smile, she said.
“Despite it all, she’s such a
happy girl,” said Mary. “Every
step of the way just made us ap-
preciate all of the little stuff.”

two major County employers,
Burlington Coat and Subaru, re-
cently announced plans to stay in
the County and expand.
The formal public hearing on
the budget was set for 7 PM on
Wednesday, August 8, 2012, in the
Freeholder Board Room, County
Administration Building, 49 Ran-
cocas Road, Mount Holly.
Garganio said that the County
faced a budgeting shortfall of ap-
proximately $15 million when
work began on the spending plan,
which was attributed in part to
the continuing decline in proper-
ty tax ratables. Total ratables
now stand at $48.2 billion, a de-
crease of nearly $1.8 billion from
2011.
A projected decrease in health
benefits costs of more than $4
million, the outsourcing of the
County’s transportation services,
continued freezes in salary and
wages for non-union personnel
and in hiring, and the pending
sale of Buttonwood Hospital,
were among the items that fac-
tored into a budget that cuts both
taxes and spending, he said.
“We don’t leave anything on
the table,” said Garganio, “and as
soon as this budget is adopted, the
budget for 2013 comes into the
cross-hairs. We know we will face
another revenue shortfall next
year, and we intend to begin ad-
dressing that immediately.”
Because of the hefty cuts in
taxes and spending, the 2012
budget is well within both the ap-
propriation CAP and tax levy
CAP imposed by the State. The
amount to be raised by taxation is
nearly $9.6 million less than the
amount permitted by law.

Y
ou’ve no doubt passed someone
texting while driving. The per-
son’s focus isn’t on the road. In-
stead, it’s on spelling a word correctly
or getting that last comment in.
But a bill in the state Senate – it
passed recently by a 38-0 margin –
would hike fines for texting-while-driv-
ing considerably. And repeat offenders
would face stiff fines and a possible
driver’s license suspension.
If the bill passes in the Assembly,
and Gov. Christie signs the bill into
law, a first-time offender would face a
fine of $200, up from the current $100
fine.
A second offense would run a mo-
torist a $400 fine, and a third offense,
$600.
A three-time offender would be
slapped with three driver’s-license
points.
And a fourth-time offender would be
subject to a license suspension of 90
days.
We applaud this bill and want to see
the Assembly pass it and the governor
sign it into law.
Though New Jersey already has
tough texting-while-driving laws on
the books, a short ride on any of the
state’s major roads would reveal the
penalties are not yet tough enough.
Far too often, people recklessly pay
more attention to their texting than
they do the road.
And quite frankly, the larger fines
and the prospect of losing a driver’s li-
cense for up to three months for repeat
offenders is the right penalty for this
kind of behavior.
It’s bad enough in 2012 when people
drive while speaking on the phone
(without the use of a headset or blue-
tooth device).
But texting is clearly worse. And
more distracting. And it’s time people
who gamble with the lives of others –
while driving and texting – pay a hefty
price for doing so.
This bill must pass in the Assembly,
and the governor must sign it into law.

tougher state texting-and-driving law,
we wonder if it’ll matter to local drivers.

Board of Ed’s conduct is
disgraceful, writer says
The conduct of the Tabernacle Board of
Education and superintendent is disgrace-
ful. The transfer of 11 experienced teach-
ers to other grade levels certainly appears
to be a case of age discrimination, which is
illegal.
This behavior can be seen over and over
again in other districts, but I thought that
Tabernacle was different.
The reason for the transfers, more than
likely, is to put pressure on older teachers
to retire.
These teachers are earning higher
salaries after years of dedicated service,
professional development and advanced
degrees.
The goal of the district is to save money.
The plan is to force the higher salaried em-
ployees out and replace them with teachers
with less experience who earn lower
salaries.
Although the primary goal should be to
do what is best for children, that does not
appear to be the focus of the superintend-
ent and board of education.
Someone who has taught the same grade
level for many years, such as the teacher
who has taught first-grade for 30 years,
knows that grade level, the characteristics
and development of children that age and
the subject matter in her sleep.
To move such a teacher is not in the best
interest of the children.
Not only are you creating low moral in
the faculty, but also you are replacing expe-
rienced teachers with teachers with less fa-
miliarity of that grade level.
It is not a coincidence that all 11 teach-
ers who are being transferred are older
than 50 years old.
Superintendent Rafferty said the dis-
trict is making curriculum changes.
Curriculum changes should not cause
changes in grade-level assignments.
I have lived in Tabernacle for 34 years. I
have always been very proud of our school
system. I have raised a son whose educa-
tional foundation was provided by excel-
lent teachers of Tabernacle schools.
At this time, when it is fashionable to
“teacher bash,” I am disappointed and sad-
dened by the disgraceful treatment given to
teachers who have given so much of their
lives to their honorable profession.
I’ll remember in November.

cle recently attended the dedica-
tion of the Gift of Life Family
House in Philadelphia. The Fami-
ly House is a 30-room “home away
from home” for transplants pa-
tients and their families who trav-
el to Philadelphia for transplant-
related care.
The Clegg’s late son, Sean, gave
the gift of life as an organ donor
in 2008. The Clegg family and one
of the recipients of Sean’s organs
came together to generously un-
derwrite the cost of a guest room
in the house.
The $12 million Family House
offers 28,000-square-feet of home-

patients and their family mem-
bers who live 25 miles or more
away from Philadelphia. Ameni-
