Hundreds gathered last week
to celebrate the grand opening
of the new Sandusky Bay Sta-
tion of Customs and Border
Patrol. The 61,000-square-foot
facility, on Ohio 53 North in
Portage Township, cost $19
million and according to CBP
reps is the most diverse facility
ever built.
For the frst time ever, United
States Border Patrol, Offce of
Air and Marine and the Of-
fce of Field Operations will be
housed together.
“They said good things come
to those who wait and this fa-
cility surely epitomizes that
sentiment,” said John Beutlich,
Director of Operations for the
Northern Border Region, dur-
ing last week’s ribbon cutting
ceremony.
“I have no doubt this facility
will be the template for others
to emulate.”
Bringing together all three
enforcement arms of CBP
under one roof is expected to
bolster partnership and col-
laboration. Once at full staff,
the station will house 90-100
employees and is responsible
for patrolling a fve-county
area and more than 100 miles
of border.
“It’s a very complex region,”
said U.S. Rep. Marcy Kaptur,
who talked about the impor-
tance of protecting Lake Erie,
our area’s biggest resource.
The building was granted
LEED Silver certifcation for
its sustainable design. Low-
fow plumbing, a refective
roof, site orientation and ef-
fcient heating, air condition-
ing and lighting systems were
among strategies employed to
minimize the impact on the
surrounding area.
The 14-acre site houses of-
fces, an indoor parking garage
for watercraft and vehicles,
holding cells and a conference
space that will be opened up to
local law enforcement agencies
to further the theme of collab-
oration and partnership.
According to Steven Artino,
Assistant Director of Field Op-
erations for the Chicago Field
Offce, the unique facility rep-
resents the future of the CBP.
“Three components, one
building; three components,
one CBP, three components,
one mission,” he said.
My personal thanks to all who
volunteered and played in Mon-
day’s 23rd annual Chick Schaffner
Memorial Charity Golf Classic at
Catawba Island. Unfortunately,
the afternoon play got swallowed
up by the “gully washer” that
came through about 3 o’clock.
That is the frst time for losing
all of the afternoon of golf in
23 years. Anyway, we made
well over $35,000 for Stein
Hospice and the American Heart
Association, so I guess we’ll just
hope for better weather next year.

Believe it or not, Glen Campbell,
along with his wife, son, daugh-
ter, band and crew made a stop
at Ritzki’s on Marblehead for
Mother’s Day, May 13. There were
14 in all in his entourage on their
way to Washington, D.C., from
Michigan for a concert. There
was a young man who works at
Davis-Besse who was strumming
his guitar and Glen asked to see
it. The next thing you know, Glen
Campbell was putting on an
impromptu concert! Wow … that
must have been something!

The mystery of the BIG MAN
on State Route 163 east toward
Marblehead, near the intersection
of Rt. 269 has been solved. The
Big Man came from a restaurant
chain from the late 1960s called
Jacque’s based in Marion. Steve
Phelps brought in copies of a
large number of ads from Jacque’s
that appeared in the Marion Star
in 1969. I remember recording a
commercial for East Harbor Golf
Course, and it seems to me, the
BIG MAN was there in 1969. As
I recall, it was a terrible commer-
cial!

SCHOOLS ON SCHEDULE
Renovations and the addition
at Bataan Memorial Elementary
School and construction of the
new Port Clinton Middle School
are on budget and on schedule,
according to Superintendent of
Port Clinton City Schools Pat
Adkins.
The new school and addi-
tion to Bataan — which will
house preschool through second
grades — will be ready for the
frst day of school Sept. 5. The
renovation of Bataan — which
will house third- through ffth-
graders — will be completed in
October.
For more on the schools, in-
cluding a photo gallery of the
construction, visit www.thebea-
con.net. For school info, visit
www.pccsd.net.
Classrooms in the new Port Clinton Middle School come complete with removable walls allowing teach-
ers to combine classes two classes. The walls also open up to a common area with comfortable furniture,
getting rid of the need for larger groups to go to the Performing Arts Center for presentations. Another
feature employed in both Bataan and the middle school, shown here at the top right, are huge skylights
with daylight sensors that control the lights in the rooms. These, combined with curved ceilings and huge
windows, mean in many cases no artifcial lighting will be needed in the classrooms.
PHOTOS BY ANGIE ZAM
The library/media center in Bataan
Memorial Elementary features a
wave design on the walls, seaweed-
inspired carpeting and cloud ceiling
design to keep with the underwa-
ter theme in place throughout the
school. Port Clinton City Schools and
Ida Rupp Library have joined forces
for the center allowing students to
take books out and return them to
either facility.
Students will be able to look out from the second foor into the
commons area and cafeteria at the new middle school. The modern
and open design was based on the idea of a student union and
offers a very different feel than the more traditional elementary.
Construction continues ...

Sauvignon Blanc
Grape (Vitis)
Sauvignon Blanc
By Stacy Slinkard, About.com Guide
DEFINITION: Sauvignon Blanc originated in the Loire
Valley of France. However, New Zealand has taken this
grape to new heights in the cool Marlborough region,
producing racy wines with tropical fruit and gooseberry
favors. Sauvignon Blanc is usually a dry white wine
with distinctive herbaceous qualities. This wine is widely
available as a single varietal or as a blend with Semillon.
FLAVOR PROFILE: Typical a light to medium-bodied, crisp
and refreshing white wine with notable acidity, Sauvignon
Blanc offers a fairly wide range of favors. From herbal
taste sensations to veggie, and favors of grass, hay and
mineral tones to a citrus and tropical favor mix, Sauvignon
Blanc displays a very unique wine tasting adventure.
FOOD PAIRING: Sauvignon Blanc is a very food-friendly
wine and terrifc for appetizers such as artichoke dip,
veggie dishes or dips, garlic or Italian seasonings in creamy
sauces, fragrant salads — like Greek, Caesar or Garden,
Thai food, fsh (sushi), poultry and the list goes on.

Sauvignon Jaune, Blanc
Fume (France), Muskat-

The WSOS Head Start program received
a clean bill of health recently after its trien-
nial (every three years) monitoring visit by
Head Start offcials designated by the fed-
eral Head Start offce.
“We are very pleased with the results of
the monitoring visit,” said Jacquie Wells,
WSOS director of Family Development.
“We believe we are a good program, but
it’s always good to get good comments and
ratings from the federal representatives.”
The monitoring visit included interviews
with staff, parents and board members;
observations of classrooms operating dur-
ing the usual preschool day; and a review
of documents required by the federal Head
Start offce. In addition, the Classroom
Assessment Scoring System was used to
examine the quality of teacher-child inter-
actions in the WSOS classrooms.
The classrooms were examined in three
areas — emotional support, classroom
organization and instructional support
— and the highest total points available
for each area is seven. WSOS classrooms
scored: emotional support, 6.5524; in-
structional support, 4.0215; and classroom
organization, 6.2796.
This means that WSOS exceeded the
minimum thresholds in all three areas and
does not have to compete for its funding.
The grant simply will be renewed.
Under the Head Start Re-designation
Law that became effective Dec. 9, 2011,
one of the seven criteria that would trig-
ger a program to have to compete for its
grant with other community groups is
the failure to achieve certain minimum
scores on the CLASS. That is, a program
that scores below the following: emotional
support-4; classroom organization-3; and
instructional support-2 — would have to
compete for its grant. In the past, the pro-
gram would be granted an opportunity to
correct its defciencies then it would be al-
lowed to renew its grant.
The Offce of Head Start believes that
the areas of quality measured by CLASS
remain central to its approach to child
development and education, and serve as
important indicators of the future school
readiness of all Head Start children.
“I am so proud of our staff,” Wells said.
“These results are evidence of the hard
work they put in each day to provide qual-
ity services to the children and their fami-
lies. I’m really pleased with these results.”
The Offce of Head Start began using the
CLASS for monitoring purposes in 2010 to
collect information on the experiences of
children at each grantee. In 2012, OHS re-
fned the use of the CLASS in monitoring
to include the use of a randomly selected
sample of center-based preschool classes
for observations, a clearly articulated
methodology followed by CLASS review-
ers, and additional support for the CLASS
reviewer pool. For each preschool class se-
lected in the sample, trained and certifed
CLASS reviewers conduct two 20-minute
observations and score at the dimension
level using a 7-point scale at the end of
each observation cycle.
WSOS operates 11 early childhood cen-
ters in Wood, Sandusky, Ottawa and Sen-
eca counties. They have each been rated
as Three-Star centers by the Ohio Depart-
ment of Job and Family Services, Children
Services Division. This is the highest rating
in DJFS’ Step Up to Quality program.
Together with OHS’ rating and the
Three-Star designation, parents can con-
clude that children enrolled at the WSOS
centers play, learn, and develop social skills
at one of the best quality preschool cen-
ters in the state. The centers are located in
Bascom, Bradner, Pemberville, Bowling
Green, Perrysburg, Rossford, Genoa, Port
Clinton, Fremont, Clyde and Bellevue.
If your family could beneft from the
WSOS Head Start/Early Childhood De-
velopment Program or you know a family
that would, call WSOS at 1-800-775-9767

“Lincoln: The Constitution
and the Civil War,” a traveling
exhibition opening at the Ida
Rupp Public Library on June 28,
examines how President Lincoln
used the Constitution to con-
front three intertwined crises of
the Civil War: the secession of
Southern states, slavery and war-
time civil liberties.
Lincoln is widely acknowl-
edged as one of America’s great-
est presidents, but his historical
reputation is contested. Was he
a calculating politician willing to
accommodate slavery, or a prin-
cipled leader justly celebrated
as the Great Emancipator? This
exhibition provides no easy an-
swers. Rather, it encourages visi-
tors to form a nuanced view of
Lincoln by engaging them with
Lincoln’s struggle to reconcile
his policy preferences with ba-
sic American ideals of liberty
and equality. This exhibition
develops a more complete un-
derstanding of Abraham Lincoln
as president and the Civil War
as the nation’s gravest constitu-
tional crisis.
“We are delighted to have been
selected as a site for this exhibi-
tion,” said Deborah Loiacono,
Ida Rupp Public Library director.
“As a new president, Abraham
Lincoln was faced with enor-
mous challenges. This exhibition
shows how Lincoln struggled
with issues of secession, slavery
and civil liberties—all questions
our country’s founding charter
left unanswered. Each section of
the exhibit features information
about a different aspect of Lin-
coln’s presidency. For example,
the section about slavery exam-
ines the various policy options
Lincoln once embraced and
how his thoughts about slavery
evolved over time. Most impor-
tantly, the exhibit helps visitors
understand why Lincoln’s strug-
gle with the Constitution still
matters today.”
The National Constitution
Center and the American Library
Association Public Programs Of-
fce organized the traveling ex-
hibition, which was made pos-
sible by a major grant from the
National Endowment for the
Humanities: great ideas brought
to life. The traveling exhibition
is based on an exhibition of the
same name developed by the Na-
tional Constitution Center.
The traveling exhibition is
composed of informative panels
featuring photographic repro-
ductions of original documents,
including a draft of Lincoln’s frst
inaugural speech, the Emancipa-
tion Proclamation and the Thir-
teenth Amendment.
The library is sponsoring free

The Ohio Department of Natural Resources’ Division
of Watercraft is among many state and local marine pa-
trol agencies participating in a nationwide crackdown on
alcohol-impaired boating known as Operation Dry Water
from June 22-24. This is the fourth year of the special ma-
rine enforcement effort initiated by the National Associa-
tion of State Boating Law Administrators.
Alcohol is involved in approximately one of every three
boating-related accidents on Ohio waterways. While state
watercraft offcers and local marine patrols are always on
the lookout for impaired boat operators, Operation Dry
Water is an organized national effort that focuses greater
awareness of the need for boaters to boat smart, boat so-
ber and make a commitment to staying safe on the water.
In 2011, Division of Wa-
tercraft offcers contacted
1,907 boaters and made
eight arrests for boating
while intoxicated during the weekend-long effort. A total
of 112 other alcohol and boating-related violations were
issued in addition to 503 boating safety warnings. No
boating-related fatalities were recorded in Ohio during
Operation Dry Water weekend last year. Nationally, ma-
rine patrol offcers made contacts with 36,277 recreational
boaters and issued a total of 2,522 citations. There were
283 arrests made for boating while intoxicated and 5,320
safety warnings were issued.
Drunk boaters are not the only focus of the crackdown.
Drug-impaired boating and drug-related arrests are more
prevalent today on the nation’s waterways, which increas-
es the risk to boating safety for all boaters. Operation Dry
Water also seeks to remove boat operators who may be
under the infuence of drugs.
The ODNR ensures a balance between wise use and pro-
tection of our natural resources for the beneft of all. Visit
the ODNR website at www.ohiodnr.com.

Did you realize you can go to
camp on an island? You can! Each
summer, youth from across the
state travel to this camp which
is located on Kelleys Island. Did
you realize youth do NOT need
to be 4-H members to attend 4-H
camp? It’s true!
Camp is an important “learning
laboratory” where children devel-
op life skills, such as responsibili-
ty, decision making, getting along
with others, cooperation, leader-
ship and increased self-esteem.
In 2011, 105 campers and 22
counselors from across the coun-
ty said goodbye to mom and dad
and climbed aboard the ferry to
cross Lake Erie for a fun-flled
camping experience on Kelleys
Island.
This year, Ottawa County 4-H
Jr. Camp will be held June 25-29.
Youth in the third grade through
seventh grade (as of Jan. 1, 2012)
are eligible to attend.
During camp, youth live in
one of 13 rustic cabins with ap-
proximately 10 campers and two
trained counselors.
A modern kitchen and central
dining hall provide for nutri-
tious meals and the beach offers
a unique swimming and nature
area. Other facilities include the
nature center, craft barn, camp-
fre circle, recreation hall and
sports feld.
The camp environment encour-
ages learning and reinforces the
development of life skills. Living
in a cabin with a group of other
kids of the same age, sharing ex-
periences, laughing and working
together is unique to the camp
environment.
The 2012 Ottawa County 4-H
Jr. Camp theme is “Game On at
4-H Camp.” One of the highlights
of camp will be a giant Twister
game on the feld!

Fifth annual day-long concert set for Sept. 8
Quilt show
The Lakeside Quilt Show will be on display June 23-July
7 in the Hoover Auditorium Lobby at 7:45 p.m., a half-
hour prior to all evening shows at Hoover Auditorium.
An annual tradition, the Lakeside Quilt Show will once
again bring a multitude of colors to the auditorium walls
in the opening three weeks of the Chautauqua season.
Quilts of various sizes will be displayed, including twin-
and crib-size bed quilts and wall hangings. Quilts may be
hand or machine-quilted and refect historic quilt pat-
terns or modern designs. There will also be a special sec-
tion of vintage quilts, made prior to 1950.
This is not the frst time that quilts have been displayed
in the auditorium. In 1930, the third year after the estab-
lishment of the Lakeside Women’s Club, the group hosted
an antique show and sale in the lobby of Central Auditori-
um, which was the original name of Hoover Auditorium.
Antique furniture and glassware flled the lobby and, ac-
cording to the LWC minutes from 1930, “Central Audi-
torium walls were hung with nearly 100 quilts, coverlets
and antique shawls.” The LWC Antique and Quilt Show
continued to be held in Central Auditorium for a number
of years during the Great Depression.
Hoover Auditorium is located at 115 Third St. in Lake-
side.
Car show
A variety of classic, vintage and collector cars will open
Lakeside’s 139th Chautauqua summer season at the sev-
enth annual Classic Car Show. The event will take place
from 4 to 8:15 p.m. on Saturday, June 23, on the Hotel
Lakeside lawn.
Car enthusiasts may enter collector vehicles 25 years or
older in the show. Advanced registration is not necessary,
as there will be on-site, free registration from 3:30 to 5
p.m. the day of the event.
Each exhibitor and a guest/passenger will receive free
daily gate pass admission to the grounds for the Classic
Car Show and the 8:15 p.m. Hoover Auditorium concert,
featuring Mike Albert & the Big “E” Band.
For information, contact Classic Car Show Coordina-
tor Bill Shannon at 419-798-5133 or email weshannon1@
gmail.com.
nnn
Admission to the Lakeside grounds requires a Daily Gate
Pass ($18.50 for adults, $12.75 for youth ages 12-18, and
free for children under 12 and guests over 90). The Lake-
side Quilt Show is free once inside the gates of Lakeside. A
partial day, or three-hour, gate pass is available for $5.75.
Free parking is available at Danbury High School (cars
must be registered at the Hoover Auditorium Ticket Of-
fce). There is no shuttle service provided to or from the
school. To park on the Lakeside grounds or the South Gate

Should you take a pension buyout?
Have you recently received a
pension buyout offer? If so, you
need to decide if you should
take the buyout, which could
provide you with a potentially
large lump sum, or continue
accepting your regular pension
payments for the rest of your
life. It’s a big decision.
Clearly, there’s no “one size fts
all” answer — your choice needs
to be based on your individual
circumstances. So, as you weigh
your options, you’ll need to
consider a variety of key issues,
including the following:
• Estate considerations —
Your pension payments gener-
ally end when you and/or your
spouse dies, which means your
children will get none of the
money. But if you were to roll
the lump sum into an Individual
Retirement Account (IRA), and
you don’t exhaust it in your
lifetime, you could still have
something to leave to your fam-
ily members.
• Taxes — If you take the
lump sum and roll the funds
into your IRA, you control how
much you’ll be taxed and when,
based on the amounts you
choose to withdraw and the date
you begin taking withdrawals.
(Keep in mind, though, that you
must start taking a designated
minimum amount of withdraw-
als from a traditional IRA when
you reach age 70½. Withdrawals
taken before age 59½ are subject
to taxes and penalties.) But if
you take a pension, you may
have less control over your in-
come taxes, which will be based
on your monthly payments.
• Infation — You could easily
spend two or three decades in
retirement — and during that
time, infation can really add
up. To cite just one example, the
average cost of a new car was
$7,983 in 1982; 30 years later,
that fgure is $30,748, according
to TrueCar.com. If your pension
checks aren’t indexed for infa-
tion, they will lose purchasing
power over time. If you rolled
over your lump sum into an
IRA, however, you could put the
money into investments offering
growth potential, keeping in
mind, of course, that there are
no guarantees.
• Cash fow — If you’re already
receiving a monthly pension,
and you’re spending every dollar
you receive just to meet your
living expenses, you may be bet-
ter off by keeping your pension
payments intact. If you took
the lump sum and converted it
into an IRA, you can withdraw
whatever amount you want (as
long as you meet the required
minimum distributions), but
you’ll have to avoid withdrawing
so much that you’ll eventually
run out of money.
• Confdence in future pension
payments — From time to time,
companies are forced to reduce
their pension obligations due
to unforeseen circumstances.
You may want to take this into
account as you decide whether
to continue taking your monthly
pension payments, but it’s an
issue over which you have no
control. On the other hand, once
your lump sum is in an IRA, you
have control over both the qual-
ity and diversifcation of your
investment dollars. However,
the trade-off is that investing is
subject to various risks, includ-
ing loss of principal.
Before selecting either the
lump sum or the monthly pen-
sion payments, weigh all the fac-
tors carefully to make sure your
decision fts into your overall
fnancial strategy. With a choice
of this importance, you will
probably want to consult with
your fnancial and tax advisors.
Ultimately, you may fnd that
this type of offer presents you
with a great opportunity — so
take the time to consider your
options.
