Why are Main Gate guard station lights so bright?
Answer: As always, thanks for raising the question. The lights were installed to improve both safety and security in the vicinity of the gate. Prior to installing the lights, visibility was extremely poor for motorists, pedestrians and the gate guards. The lights are facing predominantly outward to provide increased visibility for our gate guards without illuminating them too much for any threats that could be approaching from outside the base. I drive through that gate regularly and have not really been bothered by the lights, but I can see your point. Accordingly, we will reassess the exact angle of the lights and adjust them to minimize the impact on approaching drivers while still meeting all of our other objectives. Thanks again for the input. Question: The new flood lights at the Point Mugu main entry point guard station are blinding! As soon as you turn from the stop sign and head towards the entrance point at night, you are immediately blinded and literally cannot see where you’re going, and I’m afraid that that may cause someone to drive right into the security guard standing there accidentally. Can they either turn the lights down a bit, or point them downward more and not have it facing right at the drivers as you’re driving in so that it doesn’t blind us as we come in?

Strike Fighter Squadron 125 (VFA-125) will perform a flight demonstration with the FA-18 Hornet during the Naval Base Ventura County Air Show at Point Mugu, Aug. 7-8. Since April 11, 1958, the VFA-125 Rough Raiders’ mission has been the indoctrination and training of Navy and Marine Corps personnel for carrier-borne strike fighter squadrons in all phases of F/A-18 employment and, on order, to be prepared to supply replacement aircraft and pilots to the fleet. The squadron trains pilots to fill FA-18 Hornet billets throughout the Navy and Marine Corps and for foreign countries. In addition, the squadron routinely conducts strike and fighter detachments to Naval Air Facility El Centro, Calif., and Naval Air Station Fallon, Nev., as well as aboard carriers in both the Pacific and Atlantic Fleets. Memorial Day a time to honor dead, praise survivors
Memorial Day is a time for us as a nation to pause and remember those who paid the cost for our freedom. In the military community, we know that for each grave marker of a brave Sailor, Soldier, Airman or Marine there is a family left behind. Where are these families? How are they? How do they move forward from such a loss? Can you move forward? Surviving the loss of a service member thrusts family into a new world. There is much to do, decisions to be made, emotions, loss, not to mention weeding through the maze of survivor benefits. How do you even start? How do you heal? How do you regroup and build a new life? What do you say to a fellow spouse who lost their service member? What are their needs? What happens to them, where do they go? What are their benefits? What about the kids? How do we support them? In the Feb. 18 issue of The Lighthouse, I wrote about two Army widows, LaNita Herlem and Deb Petty. Both women lost their husbands, killed in action in Iraq. In the months since I met these ladies, I have

NMCB 5 fights wind-whipped fire in Afghanistan

Smoke started to fill the air and flames erupted one block away from the Naval Mobile Construction Battalion (NMCB) 5 Camp Krutke compound in Afghanistan on May 17. A supply yard at Camp Leatherneck had unexpectedly burst into flames and was burning everything in its path. As the wind intensified, the fire grew larger with every minute. Crews from both Leatherneck and Camp Bastion worked together to suppress the flames that lasted into the next morning. NMCB 5 had been enjoying a scheduled day off from their six-day work week before the chaos ensued. All NMCB 5 Seabees understood the urgency of the situation and were eager to do their part to help. “It was an intense fire,” said Utilitiesman 1st Class (SCW) Nicholas Morgan, a Seabee attached to NMCB 5. To fight a fire with limited resources is a challenge by itself, but the situation became a greater challenge when a wall of sand descended upon Camp Leatherneck. It was the ultimate of challenges: How can a unit move critical equipment to help fight a fire when visibility is at its worst? With the sandstorm came stronger winds. Everyone worried that it would be impossible to prevent the fire from reaching the fuel farm, located just across the street from the supply yard that was already engulfed in flames. “It was definitely hot,” Morgan said. “When the wind would change, you could feel the heat. It felt like gas being thrown directly into the fire.” Morgan and his crew worked together to coordinate the movement of water trucks moving in and out of the area to assist other commands to battle the fire. NMCB 5’s Alfa Company played an extremely important role to help keep the fire contained. Comprised of mainly equipment operators and construction mechanics, they staged equipment, supplied water trucks, operated bulldozers and made sure proper resources were used effectively to fight the flames.

Crews from both Camp Leatherneck and Camp Bastion work overnight to suppress a May 17 blaze that broke out in a supply area in Afghanistan. They were able to contain the fire and keep it from further affecting other areas of the base. Marines and Sailors are currently in the Helmand Province in support of Operation Enduring Freedom.

“It was hectic at first, as emergency situations always tend to be,” said Lt. j.g. Darren Jacques, the NMCB 5 Alfa Company commander. “However, it was really amazing to see how quickly we fell into a battle rhythm. We became very effective once our roles were clearly laid out and everyone knew exactly what their job was.”

Alfa Company Seabees were recalled immediately after the fire started. They operated bulldozers and other heavy equipment for more than nine hours and coordinated operations to prevent the spread of the flames. From the perspective of Equipment Operator 2nd Class (SCW) Steven Peeler, “It was awesome.”

“I was totally ecstatic just to be out there as a helping hand doing what I could to help,” he said. Lt. Cmdr. Marcus Williamson, the NMCB 5 operations officer, commented, “I’m proud of the great job all the Seabees did. It was definitely a team effort, [NMCB 5 got] all the resources together and got them pushed out. [We] saw the Seabees really jump in and majorly contributing.” The fire raged through the night and into the early morning hours. The Marines, Seabees, British military and contractors all worked together to contain the fire, and eventually, everyone returned to their respective camps. “Living in California, we always see fires,” said the Alfa Company commander. “But never quite like this.” While the extent of damage is uncertain at this point, the fire served as an eye-opening experience to all commands. The dry environment, limited water supply and proximity of lots create a nightmarish threat of fire damage. While fire plans exist on camp, the extent of this destruction could not have been readily avoided. As an organization, we must prepare our equipment and personnel to manage and respond to inevitable chaos. Fortunately, it is what the military does best.

‘Serenity Prayer’ teaches us a pathway to peace
As you enter my home and take off your shoes, one of the first things you see is a beautiful piece of calligraphy, created by Brother Roy Parker from Mount Calvary Monastery in Santa Barbara. I have it framed and place strategically next to my front door, so it is the last thing I see as I leave my home and go out into the world. It is titled “The Serenity Prayer,” by Reinhold Niebuhr. It has often crossed my mind that guests to my home must wonder if I am in some sort of recovery group. Many recovery groups recite this prayer at every support meeting. I am not in a recovery group, but I find this prayer to be an important part of my own spiritual journey and formation. Let me share it with you in case you have not seen it before, or need to be reminded of it, as I often do. The Serenity Prayer God give us the serenity to accept what cannot be changed, Courage to change what can be changed, And wisdom to distinguish the one from the other. Living one day at a time; Enjoying one moment at a time as the pathway to peace, Taking as God does, the world as it is, Not as I would have it, Trusting that God will make all things right if I surrender to the divine will. — Reinhold Niebuhr This prayer, I believe, is inspired by Matthew 6:33-34, which is one of my favorite passages in the Bible and the lyrics to my favorite song, “Seek Ye First.” It reads as follows:

Our lives are very full with concerns and work that involve planning for deadlines and long-range goals. This is true at work and at home. Personally, I am continually planning for upcoming events and feel challenged to develop programs that meet the expectations of God, others and myself. I am often busy in a good way, but very frequently I am busy in a manner that is not good for my soul. Seeking God first in everything and not worrying about tomorrow is not easy. It is, nevertheless, necessary if I want to alleviate internal stress. When we seek God and His righteousness, we take the time to choose to see life in God’s perspective. We take time to rest and be with God instead of always doing things for God. It is taking time to accept God’s current blessings as enough for to-

day, therefore keeping the Sabbath holy. God is the source of our future, our dreams and all the elements of our lives. We often strive so hard to change our lives and the world around us for the better, that many of us take little time to rest in the arms of the creator — the very one who holds our destiny and wants to empower us to receive His many blessings. God knows that we are not in control of our ultimate destiny, but He does still allow us to make choices along the journey. One day while I was in high school, I had a conversation with one of my teachers in the hallway. I told him that I was worried about my upcoming SAT test for college admission. He then told me something that I didn’t want to hear. He told me not to worry. He said that in 10 years, I will find that my scores on the SAT will have had little influence on what I was doing in my life and what I had accomplished; I discovered that he was right. I had been hoping to get into Cornell University for hotel management and did not. Instead, I was accepted into another great hotel management school at the University of Nevada-Las Vegas. Once there, I changed majors from hotel management to history, in preparation for seminary at Fuller; this exceeded my expectations and fit me perfectly. I have had to work very hard to get what I have achieved in my life, but I have found that the things I stressed so much about actually had little influence on the fulfillment of my dreams and my personal happiness. My disappointments turned out to be blessings. God was in control of my destiny and ultimately knew where my heart would take me. My worries as a teenager were about things that had little to do with my current serenity. They held no power over what I am presently doing with my life now at the age of 41. There are very few of my childhood dreams that are yet to be fulfilled. None of these dreams were a result of worrying, but were instead gifts from God that were given to me when my efforts were held in a balanced perspective of who was really in control. When I seek God first in my life, through my time and the intentions of my heart, I have the wisdom to know the difference between what I can change and I need to accept. This, I believe, is the pathway to peace.

Summer reading programs can bridge school years

centives for their reading accomplishments. Offering these programs in a library gives children access to a wide selection of reading choices. An enthusiastic approach to reading will encourage a lifelong love of reading. Public libraries will often have story hours, literacy activities, arts and crafts and special events. Participating in these offerings will allow children to see reading not as a school assignment, but as an opportunity to experience and learn about wonderful new adventures. If students suffer learning loss during the summer, it is important to know what they will gain from a reading program. The School Library Journal reports that “about 33 percent of summer reading participants were more likely to read above grade level, compared to about 18 percent of nonparticipants.” Secretary of Education Arne Duncan has stated, “A key step toward stopping the summer slide is the development and launch of high-quality programs that take advantage of time outside the school day and year to help children learn, grow, and develop.” Fortunately, the families of Naval Base Ventura County have access to a local library summer reading program. The Ventura County Library System is offering the “Make A Splash” reading program for youth and the “Make A Wave” reading program for teens. Port dredging project earns environmental award
Environmental Division honored for unique team approach that got the job done affordably

The commanding officer of Naval Base Ventura County and two officials from the base’s Environmental Division are heading to Washington, D.C., next month to receive an award from the Chief of Naval Operations for the unique team approach devised to dredge the Port of Hueneme. Since 1999, the harbor has not been used to its full potential because of the accumulation of sediment. Because that sediment is contaminated — mostly with pesticides and PCBs — and needed to be hauled to a landfill, dredging was costprohibitive. The Environmental Division team came up with a solution that involved several agencies, and the five-year project they devised was completed in July 2009, restoring the harbor to full navigability. “The pooling of resources and leveraging of each agency’s strengths allowed the project to finally succeed,” states the 2009 Secretary of Defense Environmental Restoration Team Award. The project called for dredging the entire harbor but disposing the sediment into a “confined aquatic disposal” (CAD) site cell constructed below the Navy portion of the harbor. The CAD was dug out of clean sand that was deposited on the severely eroded Hueneme Beach. Once the contaminants were placed within the CAD, it was capped with 10 feet of sand and 3 feet of rock to protect it from erosion caused by prop wash. Computer models showed this process would keep the contaminants isolated from the environment for at least 8,000 years. Bottom line: 240,000 cubic meters of contaminated sediments could be dug up from the harbor floor and buried underwater as opposed to being hauled to an onshore landfill, significantly reducing costs. The team also negotiated funding arrangements with the Oxnard Harbor District. The district paid 50 percent of the capital cost to install the CAD and will

The project also required involvement on the part of the California Environmental Protection Agency, the Naval Facilities Engineering commands in both San Diego and Washington, the Navy Installations Command and the project consultant, all of which had to be coordinated by the environmental team.

The project also showed innovation from the standpoints of contracting and administration. Others involved in the project who will be traveling to Washington are Kristina Madali of Naval Facilities Engineering Command Southwest; Kyriakos P. Pagonis, Oxnard Harbor District representative; and consultants Jack Malone and Steve Cappellino of ANCHOR QEA LP.

Late in her pregnancy, Equipment Operator 2nd Class Sara Starberg of the 31st Naval Construction Regiment is still taking a fitness class. Every Thursday at 7 a.m., she’s at the Bee-Fit Wellness Center at Naval Base Ventura County Port Hueneme, working with stability balls, resistance bands and weights to get a full body workout that she says leaves her energized and feeling healthy. Just a few weeks ago, she didn’t have that option. Starberg is taking a class that fitness instructor Kristen Renee set up on March 1 so that pregnant Sailors could get more of a workout than the simple “Go for a walk” many of them felt was the only alternative physical training available to them.

“There aren’t a lot of options for pregnant women in the Navy,” Starberg said. “Most battalions just tell you to go do whatever you want. I wanted to do more than just walk on a track. I wanted a real workout that would make it easier to lose the weight afterwards.” Starberg, 27, says she can feel the difference. Her back hurts less than it did when she was pregnant with her son, Milo, now 2, and she feels she has more energy. Renee, who has worked with pregnant women for about five years, developed a class that offers full range-of-motion exercises but that can be individualized for each woman. Basic rules are no exercises on the back or stomach, and no exercises that get the heart rate above 140. Water breaks are longer and more frequent. Other than that, Renee follows a routine that can be adapted for any woman depending on what’s comfortable. The class is free, and a medical release is required. Three women are currently enrolled. “It’s almost like private training,” Renee said. “I stay in con-

Record number turns out for a course that’s hillier, wetter than ever

It was cold, wet, muddy, slippery, slimy and sometimes just downright nasty. In other words, it was perfect. Nearly 400 people – twice the number as last year – competed in the May 15 Mud Run, put on by the Naval Construction Training Center, which constructs the course, and Morale, Welfare and Recreation, which organizes the event. This is the fourth year of the Mud Run, which is open to the public and drew about 250 civilians. “We were very pleased with the record turnout,” said MWR Athletics Director Kent Blankenship. “The course was tougher this year, but I believe folks had a better challenge. I heard a lot of people say, ‘We’ll see you next year!’” Because of the number of participants, the race was divided into three waves – 29 and younger, 30 to 39 and 40 and over. The winning time was 32 minutes, 18 seconds; last year’s was 26 minutes, 48 seconds. “Overall times were six to seven minutes slower because the course was tougher,” Blankenship said. Wayne Leonardi, 31, of Ventura, came in first among the men; Blesie Bray, 39, of Port Hueneme, came in first among the women with a time of 40:33. For final results, see Eternaltiming.com. The race started off with a two-mile run next to the perimeter of Naval Base Ventura County, Port Hueneme. The course then swerved into a large training area where NCTC had dug trenches in the shape of the letters, “NCTC.” Hills rose up in the middle of those trenches, forcing runners to splash or swim through pools, then scramble up and over dirt mounds, then swim again. “That’s what made the course tougher,” Blankenship said. “There was more water in the trenches, and the hills were higher and closer together. Last year there was more space, but this year it was bam, bam, bam.” There was also a tire obstacle course, a wooden wall to climb over and a rope crossing.

The rope proved the most difficult for Alison Kusay, who ran the course with her husband, BUCN Jake Kusay of Naval Mobile Construction Battalion 3. “For me, it was having hill after hill,” Jake Kusay said. Why did they decide to run it? “To beat each other,” Alison replied. She won, not only scoring a better time than her husband but also every other woman who competed except Bray. Sarah Vazquez had hoped to run with her husband, Gabriel, but the Underwater Training Constructionman with NMCB 5 deployed earlier than they had anticipated. He is now in Afghanistan. “I was running in honor of him,” she said.

A dozen seventh- and eighth-graders from Robert J. Frank Intermediate School in Oxnard ran the obstacle course portion of the May 15 Mud Run after most of the adults were finished. “It was a wonderful experience,” said teacher Greg Brisbine, who came up with the idea of having the students participate. Base representatives took part in a health fair at the school last year, and when Brisbine heard about the Mud Run, he realized it was an ideal tie-in with the Governor’s Challenge, which promotes physical activity in students. He was proud of how well the students did. “They all did a wonderful job,” he said, “and all of them had a lot of fun.” Amanda Haskell, athletics manager of Morale, Welfare and Recreation, said she’s eager to have the teenagers try again next year. “Several of the seventh-graders said they want to come back and do the full run as well as the course,” she said. “So I think it went really well.”

You’re 21 years old, you’re a single Sailor and you’ve just won a two-minute shopping spree at the Port Hueneme Commissary. Who you gonna call? Mom. That’s exactly what Builder Constructionman Joel Graciano of Naval Mobile Construction Battalion 3 did when he won the May 15 Commissary Commando drawing to see which single Sailor would get the chance to run through the commissary from 9 a.m. to 9:02 a.m. May 17, loading a shopping cart with items that he could keep for free. Mom, who lives in Sierra Vista, Ariz., suggested laundry detergent. Graciano, who lives in the barracks, bought energy drinks. “I want my Monsters,” said Graciano, who raced his cart from the end of the store straight

to the energy-drink display on Aisle 7. According to the rules, he could buy only two of any item, so he moved on to sodas and Gatorades. The shopper in him finally took over, and with about one minute left, he started pulling beef from the Meat Department. “It’s the most expensive thing in the store,” he explained. Two steaks, two roasts, two of whatever was next to the roasts -- then it was a skidding slide down the snack aisle, where he tossed in bags and bags of chips. “They’re my favorite snack in the world!” he explained. And then it was over. Graciano estimated his haul at about $150, but when everything was scanned in at the register, it totaled $201.03 – making Graciano a $100-a-minute shopper. “We’re trying to show the sin-

Carrier Airborne Command and Control Squadron 117 (VAW-117), the Wallbangers, held a change of command ceremony on Thursday, May 13, at 10 a.m. Cmdr. Brent A. Trickel relieved Cmdr. Valerie R. Overstreet as commanding officer of the Wallbangers. Overstreet will be reporting to Commander Airborne Command Control and Logistics Wing at Naval Base Ventura County Point Mugu. Trickel was born and raised in Trenton, Mo., and received his bachelor’s degree in education from the University of Missouri in 1993. After graduation, he was subsequently commissioned through the Naval ROTC program and reported to Pensacola, Fla., for flight training. Upon graduation from flight training, Trickel deployed with the VAW-123 Screwtops onboard USS George Washington (CVN 73) and USS John F. Kennedy (CV 67) and later with VAW-115 Liberty Bells onboard USS Kitty Hawk (CV 63). During his time in VAW-123 and VAW115, both squadrons were awarded the Battle “E.” He most recently deployed with VAW-117 onboard the USS Nimitz (CVN-68). Trickel has flown combat missions in

In his presentation, the congressman noted the many contributions made by Asian Pacific Americans, including military heroism, business and political achievement and sports and entertainment success. After naming several professional football players who are of Asian Pacific descent, the congressman noted, “The stereotype of the passive quiet male – we need to get rid of that thinking.” Faleomavaega urged the crowd to always remember the heroism of Japanese-Americans who served in World War II — and to never forget the internment camps some of those men’s families were in while they were fighting for the country that put them there. “This must never be allowed to happen again,” the 11-year congressman said. “It was racism and bigotry in its ugliest form. Never again. We must continue to be vigilant.” Faleomavaega rejected the notion of the United States being a melting pot.

Instead, he said, America is “a brilliant rainbow, with each contributing in his own distinct way.” Moved by the words of Dr. Martin Luther King Jr., he choked back tears as he spoke of his hope for America to be a “just and equitable place” that fulfills the reverend’s dream. The theme of this year’s Asian Pacific American Heritage Month is “Diverse Leadership for a Diverse Workplace,” and other speakers at the event stressed the importance of that ideal. “Diversity is a real source of strength for this nation, this Navy and Naval Base Ventura County,” said Capt. Tony Edmonds, chief staff officer of the base. He noted that more than 10 percent of the workforce at the base is of Asian Pacific American descent. Capt. John W. Ailes, commander, Port Hueneme Division, Naval Surface Warfare Center, also urged the audience to not only recognize diversity but also to “embrace our oneness.” “Out of many, one,” he said, translating the motto on the Seal of the United States, “E pluribus unum.”

Tina’s Ports of Paradise of Port Hueneme, a Ventura County mainstay for 35 years, brought Polynesian dancers to the Asian Pacific American Heritage Month Celebration at Naval Base Ventura County. The dances are traditional to different islands in the Pacific. The Haka, performed by the Maori of New Zealand, speaks about the mighty warriors and their bravery. The Hura, or Cook Islands dance, features rhythmic drumming and sensuous movements of both men and women. The Sina and the Eel portrays a Samoan legend about the origin of the coconut. And the Shark and Turtle portrays another Samoan legend about love between a grandson (the shark) and his grandmother (the turtle).

NSWC contract officer wins national award for diversity efforts

Irene Becerra, a contracting officer and team lead at Naval Sea Systems Command, Naval Surface Warfare Center, Port Hueneme Division, (NSWC PHD), has received national recognition for her efforts to promote equal opportunity and diversity in the federal workforce. Becerra was in Washington, D.C., earlier this month to receive the Federal Asian Pacific American Council 2010 Civilian Outstanding Award for Diversity Excellence. Becerra said that ever since she left the Philippines in 1979 to join her Navy husband in Hawaii, she has tried to help other young Asian Pacific wives reach their potential. “It feels good to achieve something,” Becerra explained. “I want to show these women that we can change, that if you really have determination, you can reach your

dream. I have helped my own self, and I want them to follow in my footsteps.” Becerra said the stereotype of the Asian Pacific female is one of meekness and docility. “In our culture, we work,” she said. “Management is so busy they don’t ask what we’re doing. We don’t brag, but we need to.” Becerra herself spent many years raising her two children before venturing into the workplace. In the mid 1980s, while the family was stationed in Japan, she worked at the Navy Exchange, then took a government job as an office automation clerk and personnel security specialist. In 1993, the family moved to California, and Becerra began her career in contracts, steadily moving up to her current position. But it was her work as a U.S. Navy Command Ombudsman between 1989 and 1996 for which she is especially proud. “I helped a lot of lives,” she

said. “I told people, ‘I’m not a professional psychiatrist, but I’m here and I will listen and I will tell you where to go to get more information, but you’re the one who has to do it.’ It’s all about confidence. They have the potential; they have to do it. I can’t hold their hand.” She is also proud of her educational achievements. She graduated with departmental honor from the University of LaVerne and earned both a bachelor and master’s degree in business organizational management with concentration in human resource management and development. Her children learned by watching. Daughter Caryl Ann, is earning her doctorate in microbiology at the University of Massachusetts, and her son, Glen Paul, just finished his master’s in international public policy and management from USC. Becerra’s husband, Edgar, is a retired electronics technician mas-

ter chief who has returned to work at the Naval Air Warfare Center, Point Mugu. Becerra isn’t finished with her career or her mentoring. She hopes to see more Asian Pacific Americans in upper management, and she hopes to be one of them. “I want to break the glass ceiling,” she said. “I’m almost there.” As for mentoring, she currently chairs the Asian Pacific American Committee and is the chairperson of the Asian Pacific Islander Focus group at NSWC PHD. She is also an outreach officer for the Federal Asian Pacific American Council, Southwest Chapter. Becerra serves on the Equal Employment Opportunity Committee for both NSWC PHD and Naval Base Ventura County, and she helps coordinate the annual Multicultural Day Event. “I am reaching my goal,” she said matter-of-factly. “And if I can do it, you can too.”

NMCB 40 conquers complicated training exercise

U.S. Naval Mobile Construction Battalion (NMCB) 40 recently wrapped up its annual battalion level Field Training Exercise (FTX) at Fort Hunter Liggett’s Army Combat Training Center. This FTX marks the largest and most logistically complicated training NMCB 40 will see before deploying to Afghanistan. “The amount of effort and improvement we had from day one was phenomenal,” said Cmdr. Glenn Hubbard, commanding officer, NMCB 40. “I couldn’t be prouder of what this battalion accomplished out there.” The overall theme of the exercise is still to test the building and fighting capabilities of Seabees in battalion; however, the amount of projects and movements required to accomplish the mission has multiplied. “One of the things that is different about this field exercise compared to other ones I’ve been on is the amount of movements we have to execute regarding the main body of the battalion,” said Senior Chief Builder Al Cadena, operations chief, NMCB 40. “Moving 450 people all at once is not that easy. We have to set up new camps and break them down and set them back up in a new location, all the while staying in a tactical mode.” In the past a battalion would set up at a logistical staging area and then make a movement once to a forward operating base. Chemical Biological and Radioactive (CBR) timed testing and mass casualty response scenarios were spread throughout the ex-

ercise to coincide with the projects. “Building a tower isn’t easy; now imagine having to stop because of gunfire or an incoming CBR attack,” said Builder Constructionman Matt Jones, observation tower crew. “If this wasn’t a training environment, seeing these situations would be gnarly. So I guess

seeing all at once what could possibly be thrown at us in Afghanistan will prepare us better than if our only mission were just to come up here and build this tower.” Cadena said the FTX “presented us with scenarios more realistic to what we might see on deployment.”

Seabees from Naval Mobile Construction Battalion (NMCB) 3 began preparing for their August field training exercise (FTX) in anticipation of an upcoming Afghanistan deployment by completing a command post exercise (CPX) 0 April 21 at Port Hueneme. An FTX is a pre-deployment evaluation of the battalion’s combat and construction readiness and capabilities in a contingency scenario. During CPX 0 the Seabees practiced

command post (CP) watch-standing and communications procedures and developed skills in using communication equipment. By learning these skills, the Seabees ensure the clear and concise flow of critical information to and from each CP, allowing the chain of command to take the proper actions to understand and react to situations quickly and efficiently. All four companies in NMCB 3 used the time to hone in on communication skills that would be essential on FTX as well as on deployment to Afghanistan.

“With this being my first CPX, I learned a lot about how important and how much effort it takes to properly receive and transmit messages to and from each CP and the command operations center,” said Construction Mechanic Constructionman Apprentice Tyler Clark, a new communication watch-stander from NMCB 3’s Alfa company. “Even just maintaining the wire communications between the CPs is a constant job.” Construction Mechanic 2nd Class (SCW) Jason Zaback taught Clark how

to string communication wire, splice and connect wire onto connecting posts and use proper radio etiquette when speaking over the communications equipment. “We will continue throughout our homeport to improve our military skills with CPX and FTX to ultimately prepare for tasking in Afghanistan, where we will put this training to good use,” said Zaback. “This is also a good time for our upper chain of command to get to know who their communicators will be and pass on all the information it takes to be proficient at their job.”

Eleven Seabees from Naval Mobile Construction Battalion (NMCB) 3 attended Counter Improvised Explosive Device (CIED) training at the Point Mugu IED Simulator Training Facility on April 13. The Seabees are part of NMCB 3’s Convoy Security Element (CSE) team, and

they were participating in the training in preparation for a fall deployment to Afghanistan. The class is called CIED Awareness. According to Dennis Nelson, an instructor for the course, this class is IED 101. “The students see how the actual devices [IEDs] are constructed, how they are utilized, how they are placed and learn to read indicators that there is an IED in the area,” said Nelson. The CIED Module I course is required training for all units deploying to the CENTCOM area of responsibility. Additional modules are provided to commands as the need arises to include train-

ing on how to plan a convoy in a hostile or IED environment. Module I of the training consisted of a classroom and a hands-on portion that required the Seabees to operate in a convoy as they faced simulated IED explosions and enemy gun fire. “I have been stoked all week about this,” said Builder Constructionman (SCW) Cameron Burrows, NMCB 3 Charlie Company. “I learned to be more observant, and how to react when we get attacked.” During the convoy exercise, the team was exposed to four simulated IED explosions and two simulated attacks from en-

emy combatants. The simulated explosions were created by a carbon dioxide charge and talcum powder. “This was a lot more educational than just being in a classroom,” said Construction Electrician Constructionman Kaylie Carmon, NMCB 3 Bravo Company. Carmon said the course is a great way to get the CSE team ready for the battalion’s Field Training Exercise in August. That exercise is designed to prepare them for a November deployment to Afghanistan, where the team will be faced with far more challenging scenarios than what was presented in the class.

The turbidity level of filtered water shall be less than or equal to 0.3 NTU in 95% of the measurements taken each month and shall not exceed 0.1 NTU at any time. Total coliform MCLs: No more than 5.0% of the monthly samples may be total coliform positive (or 2 samples if a system collects less than 40 samples per month). The Metropolitan Water District treats their water by adding fluoride to the naturally occurring level in order to help prevent dental cavities in consumers. The fluoride levels in the treated water are maintained within a range of 0.7-1.3 ppm, as required by Department of Public Health regulations. Fluoridation was suspended temporarily from June 5th through August 25th to make necessary repairs to fluoridation feed equipment.
The gross beta particle activity MCL is 4 millirem/year annual dose equivalent to the total body or any internal organ. The screening level is 50 pCi/L.

Volunteers help retirees solve problems
What do you call a person who contributes time on behalf of all retired service members, their families and survivors? Answer: A Retired Activities Office volunteer. Located within the Port Hueneme Fleet and Family Support Center, the Retired Activities Office (RAO) consists of trained volunteers who provide retired service members, their families and survivors with information and referral assistance. They are essentially the link between the local military community and other government agencies. Whatever the concern or need, chances are that they have the resources to assist. Currently, the RAO is staffed with a mix of former officers and enlisted personnel from various branches of the service. They are all trained to provide assistance in a variety of areas, including claims for unpaid compensation, survivors benefits, life insurance, assistance in resolving problems with retirement pay, annuity pay, former spouse benefits, healthcare, military records and veterans benefits. The RAO also provides referrals to other agencies and service organizations. The following figures will give you some idea of how hard these volunteers work. In 2009, the RAO processed 1,093 requests for assistance, and the office was open 2,770 hours. That means they saved us $25,000, if we assume they were only paid $9 per hour! That’s just one of the
