2/10– After reports from Christine Jordan Sexton that top federal negotiator Elliot
Fishman announced in Orlando that CMS would not be funding the LIP program as
currently constructed.

2/10–
Despite the earlier surprise, Dudek later indicates she was expecting the
announcement.

2/12–
AHCA sends talking points to Scott’s office

3/4– Scott pen an op-ed asking President Obama to approve LIP funding

3/24 – Scott gets a LIP briefing from staf

3/31
– Two Senators head to Washington to discuss health care funding issues with
the feds.

4/1 – Statement from AHCA indicating the feds halted negotiations

4/2 – CMS issues statement refuting AHCA’s claims that talks have been halted

“CMS has not stopped conversations with the state of Florida. CMS remains in contact
with state officials and continues to share information. Senior officials from CMS will
continue conversations with state officials about our shared goal of securing access to
high quality health care coverage for low income Floridians. As we have previously said,
CMS will not extend Florida’s Low Income Pool in its current form beyond June 30, 2015.”

4/2 – That same day, AHCA doubles down

AHCA statement went through several revisions……
This was first this version sent by AHCA’s communication staf

After a few tweaks, it was sent to Senior, who was not happy. He promised
Wachino they would not start a “press spectacle.” AHCA documents describe
the call as “unexpected.”

40 minutes later, the governor’s press office sends a statement. It was
ultimately what was the version sent out under AHCA letterhead using Dudek’s
name (see above).

4/6– Scott sends out a statement indicating he is opposed to Medicaid
expansion. It is quickly circulated at AHCA.

4/6 – AHCA issues a statement underscoring the idea that LIP negotiations are
separate from health care expansion.

4/9– A week after AHCA said CMS halted negotiations; Senior emails Dudek
indicating that feds would not discuss the issue during a conference call.

4/9– Later that day, Senior sends an email asking Wachino about the LIP talks. She
says CMS will be in touch.

4/10 – Senior updates Dudek on latest LIP developments:

4/14 – CMS officials send a letter to AHCA formally stating that LIP negotiations are
tied to Medicaid expansion

4/14 - The House does not back down
