INTRODUCTION Total Quality Management (TQM) is an approach to organizational performance improvement that is distinguished from other approaches by its key world ‘total’, which emphasis a holistic or ‘total’ approach to firm’s improvement program. When organizations attempt to advance quality without advancing people management, they often are spinning their wheels only to wonder later why quality initiatives did not work as well as expected. Trying to improve technical quality issues, such as yield or Cpk without simultaneously improving people management, can quickly limit the available human energy an organization can give to its quality improvement journey. People CMM (R) Model is base for Quality Management efforts in any organization to achieve desired results in the domain of Human Resources. PCMM speaks about how best a system helps organizations characterize the maturity of their workforce practices, establish a program of continuous workforce development, set priorities for improvement actions, integrate workforce development with process improvement, and establish a culture of excellence.
It provides an evolutionary 5-level improvement path from ad hoc, inconsistently performed people (or human resources) practices, to a mature, disciplined development of the knowledge, skills, and motivation of the workforce. The practices included in the People CMM have been chosen from past global experience because they have significant impact on individual, team, unit and organizational performance.
