How did Atlanta get an 46 or F?
 Baltimore spent $24,000 on a transparency website, while
San Francisco spent $30,000. Seattle and Sacramento
shelled out $45,000 and $50,000, respectively. New York,
by contrast, spent about $2.4 million, according to the
